Assessment of the referendum held on 26 September, the draft budget secrecy, flooding in Baku, and the shadow economy are the themes of today's media.
The Azerbaijan newspaper writes about the last referendum, calling it a "referendum of confidence". The author believes that it met all the democratic standards, highlighting the lack of any alternative to the political course of the President. The author denies the existence of fraud during the voting.
The article recalls that 23 changes and 6 additions were made to the Constitution.
The site of the newspaper Azadlig, Azadliq.info wonders why people are not informed on the budget, but at the same time used when there is a need to hold a referendum.
Author discusses this issue with experts. The draft budget is approved on 20 December. For its discussion in Parliament only 3-5 days are given. Thus, one of the five requirements of the IMF - the terms of the budget debate in Parliament - is violated.
The expert Rovshan Agayev notes that in 2 weeks the draft budget will be submitted to the Parliament and the society will not have information even of the most common indicators of the budget.
The expert Gubad Ibadoglu notes the budget was calculated on the basis of the oil price of $ 40. Transfers from the Oil Fund will be reduced by 1.5 billion manat. However, the authorities have not publicly disclosed even the most basic budget figures.
Novoye Vremya has published an article titled Heavy Rains Flooded Baku. Residents of the capital each time face with the same problems caused by heavy rains. Moreover, after every rain the authorities do not solve these problems. It turns out that all the money spent on improving infrastructure evaporates into the air.

Experts believe that the budget can be fulfilled even without the oil revenues; the main thing is not to evade taxes. The authorities should stop issuing informal salary (in envelopes) to employees of state agencies.
More than 2 million Azerbaijani citizens work somewhere, but do not pay taxes. It means that the shadow economy in the country is very high. -0 ----
