Discussion of the draft budget, the reasons of negative processes in the country, unused land, and the need to fight corruption are a major theme of today's media.
The Azerbaijan newspaper writes that the budget for 2017 is socially aimed, since it is a state priority. The author considers the budget for the next year solid base for the country's development and social protection of the population. Social spending in the budget will amount to 686 million manat. This is 292,400,000 manat more than was budgeted for 2016.
The website Azadliq.info writes about the negative reigning in the country and the reasons for that. As the negative, the author sees the events in the former Ministry of National Security, the Ministry of Communications, the Azerbaijani Railways, the International Bank of Azerbaijan, and other corruption scandals.
All these and other negatives are the verdict of the authorities, the author believes.

A large number of fertile lands are empty and labor leaves the country's regions. Some fertile areas are used for the construction of real estate, but they could have benefited the agricultural sector in the state budget. However, officials use land for the construction of real estate. The country has introduced new penalties for illegal and inappropriate land use. Thus, the use of land for other purposes will be fined 300 manat for individuals, 600 manat for officials and 3,000 manat for legal entities. In the case when it comes to agricultural land, the fines amount to 500, 1,000 and 5,000 manat respectively.

Last night, three earthquakes occurred along the Armenia-Azerbaijan border with magnitudes of 4.8, 3.0, and 3.8, according to the Republican Center for Seismological Service of the National Academy of Sciences of Azerbaijan.
