The time of delivery of the residential building “Abide” is unknown, ACC is looking for funding

Baku/07.04.23/Turan: Despite numerous appeals from Baku residents who have become shareholders of the “Abide” housing and construction company, they cannot move into the building in the 20 years since the start of construction. The building transferred to the balance of the Azerbaijan Construction Corporation (ACC) has not been completed. Construction address: Baku, Yasamal district, intersection of Mukhtarov, Tolstoy, Tagizade, Zargarpalan streets, sq. 252.

Residents sent a letter to Turan:

To our letters addressed to the President with a request for help, the ACC does not give  answer to the main question – when the ACC will commission  the house, which was transferred to them by Order of the President at the end of 2017.

A high-ranking official of the ACC, who supervised the construction, whom we   managed to contact with great difficulty, completion of the building with the clarification of the lists of all apartment owners, the process of acceptance of delivery, completion of construction work will take two years.

Since that time, with difficulty,  we obtained several meetings with representatives of the ACC. But not a single promise on the time of completion of the building corresponded to reality.

In March 2020, the same high-ranking official of the company, who then was appointed to higher position,  firmly promised that the building would be fully completed in June 2020 and commissioned in the fall of 2020; new buyers were attracted. But why did the company mislead new people?

In the fall of 2020, the concerned owners were informed that the building would definitely be handed over by the end of 2020, then by Novruz Bayram in 2021. It continues to this day, every year they promise to hand over the house in 3-4 months. Various reasons were mentioned – covid, priority for the ACC of directing funds to the development of cotton growing, lack of funds, etc.

Since the beginning of last summer, they have been actively encouraging owners to start repairing their apartments, firmly promising that the building will be commissioned at the end of the year and those who have made repairs can settle in  December. They pointed out that the building was completed and there were small works in the yard, which is really true. But in December it became obvious that no work was being carried out and a new date was announced for January - February of this year. This year, work has stopped, and everything has become even more uncertain. Those who have made repairs cannot understand why they were misled by actively calling for repairs?

We bought our apartments a long time ago and at relatively low prices,  some people bought them in 2004 when they were just starting to build, someone later. We do not understand how such a large company as ACC, over the years, cannot  commission a relatively small object that has already been built, with the exception of finishing works, works to create infrastructure in the yard. It  seems that this project is not a priority for ACC. However, the company  can sell unsold apartments, garages, commercial premises on the ground floor at high market prices and use this money to implement new projects or contribute them to the country's budget.

We want to get an answer to the question that we can't get for about 20 years - when will our apartments finally be rented to us? Over the years, some of our relatives have died, who waited with us  out moving to a new apartments, our children have grown up, we have grown old, and if earlier officials from the International Bank were indifferent and promised to hand over the building, now we see the same indifferent attitude towards us from the ACC which delayed the execution of the President's Order for years," the repeatedly deceived Baku residents write.

ACC sent a lengthy letter in response to Turan's request. It says about the transfer of the building “Adide” to the balance sheet of the joint-stock company “Aqrarkredit” in 2015. Further, ACC informs in detail about the tasks assigned to the corporation by the president in Decree No. 665 of 2017. The construction of a residential building is not specified in the long list of tasks (improving the efficiency of state property, forming a system of responsiveness and control, creating modern management in the agricultural and industrial sphere, etc.).

In November 2019, an unfinished residential building at the specified address was transferred to ACC by the International Bank of Azerbaijan instead of problem loans taken out by “Aqrarkredit” Joint Stock Company. Moreover, the transfer of the building was carried out on the initiative of ACC.

Next, ACC lists the work it has done: the construction of the roof has been completed, the gates have been installed, the laying of internal communications has begun, etc. Cooperation with the Ministry of Emergency Situations continues on the demolition of another residential building that interferes with the construction of the “Abide” house. The Ministry of Emergency Situations has allowed the operation of the water and sewer system built in the “Abide” building. Elevators are installed.

The works necessary for construction that are not fixed in the estimate, which are provided for and were not provided for by the project, have been identified. The letter lists these works. Considering the 19-year construction period, ACC has updated outdated documents.

ACC emphasizes the duration of work performed by third-party private and public companies. Among them is the preparation of projects and obtaining the consent of various organizations. The deadline for the completion of the object was affected by the difficulties of the covid period.

At the end of the letter, ACC asks Turan to consider that in addition to the above, the corporation is at the final stage of obtaining an independent examination of the cost of work not recorded in the estimate and indicated in the letter. After finding out the amount necessary to complete the construction, the source of financing for the construction will be determined," ACC reports.

In the letter from the Industrial Corporation, the deadline for completing the long-term construction is not specified.—0—
