Employees of Academy of Sciences must have proper moral qualities
The Cabinet of Ministers has approved the rules of certification of science workers to integrate science into real development of the country
The document has been worked out to execute the presidentail decree of May 4, 2009 on implementation of the state program of National Strategy of Science Development from 2009 to 2015.
The certification will help to optimize selection and training of employees and reveal correspondence of the science workers to the occupied positions.
The certification commission must be objective, open and unbiased . During the certification the priorities are given to availability of scientific works, patents, special works and scientific articles. The teaching experience, a high status of a rapporteur at the regional and international conferences and prestigious world prizes is a plus.
The fact that the certification commission will take into account the recommendation given by the heads of scientific division (those disagreeable employees will be fired) shows lack of significant changes in field of science in Azerbaijan. The examined will be asked questions related to their specialty and profession. It is inadmissible to give a positive response only on the basis of political views, moral qualities and discipline.
The disabled people, people decorated with state orders and honorable ranks for liberation of their motherland, refugees, internally displaced people and women that are on maternity leave are released from certification.
Those that failed to pass through certification will be dismissed in correspondence with the item C of the article 70. They can be also transferred to another position by the recommendation of commission and at the employees’ request.--0--
