Government"s approach to the development of the agricultural sector is not correct, the expert believes
Baku/17.01.14/Turan : President Ilham Aliyev signed on January 16 a decree " On additional measures in improving activities of agriculture and the food market ."
The President ordered to prepare within three months " strategy of development of agriculture ," proposals for the development of cooperation in agriculture , as well as the restructuring of the Ministry of Agriculture . In Baku and other cities private " farm shops " and " green markets" will be created.
Experts believe the government's approach to the development of the agricultural sector , as reflected in this document, is not quite right .
In this document, the Government recognizes the fact that there are serious problems in agricultural policy , defining strategic goals , as well as shortcomings in the conduct of agricultural statistics , organizing the delivery of agricultural products to the market and their exports, unfair competition and artificial increases in prices of agricultural products, etc.
The Deputy Chairman of Public Association "Assistance to Economic Initiatives" Rovshan Agayev told Turan that the government plans to solve the problems of the agricultural sector through administrative action. Meanwhile, international experience has shown that the development of this sector is not possible without an integrated approach: at the forefront of the village should stand without lifting is a serious success in agriculture will be difficult to achieve . In its opinion, Parliament should accelerate the adoption of the third reading of the bill "On Cooperation" , and the government - a plan of action to promote the unification of small farms.
At the same time, the expert stressed that the government's plans to build large agribusiness farms do not give a serious effect. Practice shows that these grains and livestock farms , which use light of public funds , are officials . For sustainable development, the government should support small and medium-sized farms , and take sector programs , including anti-salinization , Agayev said .
In 2008, the President approved the State Program "On the safe provision of the population with foodstuffs ", the implementation of which ends in 2015. However, the government failed to perform specified in this document many tasks , including food security by increasing crop production and livestock production , as well as to increase export potential. -08B-
