Machinations behind Head of State Agency for Alternative Energy
The Accounting Chamber has sent to the parliament a report on the results of the audit of the State Agency on Alternative and Renewable Energy Sources. This means that serious violations of financial discipline have been identified within the framework of the budget expenditures.
As stated in the message of the Chamber’s board, the inspection was carried out in accordance with the law and dealt with both the agency and its subordinate LLC Azalternativenerji. The timing covers the years 2014-2015 and the 1st quarter of this year. Violations were found about spending 7.3 million for the maintenance of the unit, 2.3 million of attracted credit resources under government guarantee and AZN 10.6 million at the expense of state budget investment.
If you explain the situation briefly, the auditors have identified elements of voluntarism – the Agency management has not established the Supervisory Board and the Scientific and Methodological Center LLC Azalternativenerji, with the result that proper control was not provided.
In several cases, the volume of electricity sales was not calculated timely, works on commissioning of objects of alternative energy sources were not fully carried out, the necessary measures to fulfill receivables and payables were not taken, and so on.
The Azerbaijani Accounting Chamber, accountable to the parliament, has operated from 7 December 2001 as a body, controlling the state budget expenditure.
The managerial personnel (members of the Board, which consists of Chairman, his deputy and seven auditors) is elected every 7 years.
This agency is usually limited to generalities about the board meeting, without giving specific figures or data. According to Article 6.0.3 of the Law of Azerbaijan Republic "On obtaining information" ("Basic Principles of information"), the disclosure of information on budget revenues and expenditures is the responsibility of government agencies, including the Chamber of Accounts. --17D-
