Selection of Contractors out of Competition in Binagadi Executive Power
The executive branch of the Binagadi district of Baku has announced the conclusion of contracts with two private companies for the construction of multi-storey residential buildings on the site of demolished damaged ones. The method of selection of the contractors is not reported (http://binegedi-ih.gov.az/news/1231.html).
As part of the execution of the order (goo.gl/gfPZh7) of the Cabinet of Ministers "On additional measures to accelerate socio-economic development of the Binagadi and Garadagh districts" of 22 January 2016, 49 apartment buildings and 166 individual houses are to be demolished in the Binagadi district. Two contracts with the companies Relat House and Aztekhno Company envisage the construction of several high-rise buildings on the site of five buildings. Demolition and construction of buildings continue.
It is noteworthy that the Binagadi district Executive Power does not provide information about how these companies were selected.
An expert from NGO Transparency Azerbaijan, Elvin Yusifli, told Turan that, according to the law, in such cases the purchase of services should be conducted in a competitive selection process. ‘The EP of the district must organize a bidding company to develop a package of conditions for the applicants. They should define the minimum requirements for the project, meeting the interests of the residents,’ said the expert.
It is noteworthy that none of these companies (LLC Relat House and LLC Aztekhno Company) has any building practice. --08B
