Baku/14.01.21/Turan: The Turkish company Tekfen-Inshaat will build a new building of the Central Bank; an agreement on this was signed on January 13 in Baku by the first deputy chairman of the Central Bank of Azerbaijan Alim Guliyev and representatives of Tekfen-Inshaat Levent Gafgaz and Mustafa Kopuz.
The company will be engaged in design, equipment and logistics, construction and installation of a new building in Baku.
Earlier Tekfen-Inshaat built the Baku Olympic Stadium and is now building the Ministry of Taxes.
The cost of the new 32-storey building of the Central Bank will be 450 million manats (218 million euros) and it will be built at 109 Heydar Aliyev Avenue.
The height of the building will be 160 meters, and the total area will be 67,926 square meters. The building will include a treasury center, basements with technical rooms and parking, conference and training facilities, a library, a restaurant, and office space with an open landscape. The construction period is 36 months.
The current building of the Central Bank of Azerbaijan was commissioned in 1998 and cost $ 50 million.
The announcement of plans to build a new building for this amount drew serious criticism in the community. The allocation of such a large sum after the bloody war and in the conditions of the need to restore the liberated territories is regarded as unjustified.
Economist Gubad Ibadoglu believes that the estimate of the project is overstated. The Central Bank of Russia, with a population of 144.5 million, has two floors, the Central Bank of Ukraine, with a population of 45 million, has four floors, the Central Bank of Belarus, with a population of 9.5 million, has five floors, the Central Bank of Switzerland has 4 floors, and Norway's Central Bank, with 1 trillion in assets, has three floors.
In Azerbaijan, with a population of 10 million, 450 million manat will be spent on the construction of a 32-storey office building with a height of 160 meters. In terms of cost per square meter, it will be the second state facility after the Heydar Aliyev Center.
According to the economist, the estimated cost per square meter of apartments that will be built in the liberated territories within the framework of the Great Restoration program will be 350 manats.
“Thus, only with these funds it is possible to build 1,287,714 square meters of housing in Karabakh and 15,149 houses with an area of 85 square meters each.
For 450 million manats, 5,000 Azerbaijani students can be trained in a master's program abroad at prestigious universities in the world for two years,” Ibadoglu wrote on his Facebook page.
In turn, the leader of the Popular Front Party Ali Karimli, noted that these funds should have been spent on pensions, insurance payments and benefits to families of martyrs, which could be significantly increased. Only 200 million manats has been allocated for these purposes.
The leader of the Musavat party, Arif Hajili, believes that 450 million manats for the construction of a new building for the Central Bank is unacceptable. “The current building of the Central Bank is quite large and modern and meets all the requirements. There is no need to spend such large funds on a new skyscraper, but this money should be directed to the restoration of the liberated territories, the leader of Musavat said. -03-

According to the Turkish newspaper Sabah, officials from the Istanbul Prosecutor's Office's Anti-Smuggling Unit have detained an Azerbaijani citizen with a large shipment of gold. The detention took place near the Vadi İstanbul shopping center in the Sarıyer district, where a taxi was stopped. During the search, 70 kg of gold was found. The Azerbaijani citizen in the vehicle claimed ownership of the cargo and also stated that he was a diplomat. The investigation by the prosecutor's office is ongoing, reports Sabah newspaper. The media outlet does not disclose the name of the "diplomat," only his initials – M.G.Ş. The Azerbaijani Ministry of Foreign Affairs has declined to comment on the situation.
