Regulation of security measures on the front line

Azerbaijani President Ilham Aliyev signed a decree on Wednesday on some measures to ensure safety on the line of contact between the armed forces of Azerbaijan and Armenia.

According to the order, to increase security measures on neighboring lines of contact between the armed forces of Armenia and Azerbaijan territories, prevent the spread of the mass media and Internet resources, as well as social networking information on the location of objects and the appointment of special importance from the point of view of defense, strategic, operational and mobilization location of military units, the organizational structure of the military units of the number of personnel, as well as information constituting a state secret in the military sphere, in accordance with the law "on State Secrets", the Coordinating Council on Defense, established in accordance with the decree of from the ninth day of January 1998, to strengthen the defense at the line of contact of the adjacent areas and increased vigilance of the population to take the necessary steps for the formation of patrols of the volunteers of the local people living in these areas.

The Cabinet of Ministers is in charge for three months to prepare and submit to the President of Azerbaijan a new version of the law "On Martial Law" (including provision for the specific regime in the territories, where the front-line military units), adopted in 1994; within one month submit to the President of Azerbaijan proposals on strengthening responsibility for the dissemination of information constituting a state secret in accordance with the law "On State Secrets"; within one month to agree with the President of Azerbaijan and adopted rules coordination with the Ministry of Defense accreditation and duty travel journalists in the frontline zone.

The Azerbaijani Presidential Administration is in charge of organizing work to explain to residents of settlements located in the front-line areas of the inadmissibility of the dissemination of information on the deployment of troops, military, political and operational conditions, and other information that could cause damage to the national security of Azerbaijan in the military sphere; together with the central executive bodies to provide the organization's press office data of advanced training courses for the employees of the press services for more effective use of online resources, including the potential of social networks to spread information about the military-political and operational conditions.

The Ministry of Defense is ordered to take measures to improve the efficiency of the activities of the press service for communicating information about the situation in the frontal zone; provide continuous monitoring of the information disseminated in the media and online resources, including social networks, on the situation in the frontal zone and identifying persons who distribute information constituting a state secret in accordance with the law "On State Secrets" to organize their involvement liability under the law.

The Press Council is recommended to organize awareness-information work of the media and the public to prevent the spread of information, which can cause damage to the national security of Azerbaijan in the military sphere, in the media and online resources, including social networks. -0-
