Fighting corruption in Azerbaijan is insufficient

On the eve the Office for Combating Corruption under the General Prosecutor's Office held a presentation of the report of the Organization for Economic Development (OED) on the results of the third appraisal round on Azerbaijan.

The event was attended by local and international experts , NGO leaders , prosecutors, representatives of ministries and commissions to combat corruption.

The report positively evaluated the anti corruption legislation of Azerbaijan , the success model of governance to fight corruption , the creation of the State Agency for servicing citizens - ASAN. The report expresses the hope that the 18 recommendations by the  NCDF  will be implemented. 

However , the report also reflected numerous criticisms. So, corruption remains a serious phenomenon  in Azerbaijan. There are not common criteria for analyzing corruption. The government conducts surveys , monitoring, but the results are not disclosed to the public.

It is recommended  to expand the structure and the strength of the Commission on Combating Corruption under the President , said the head of the project  Istanbul  Action Plan  of the  OED,  Tatiana Khavanska.

In 2005, Azerbaijan adopted a law "On Combating Corruption." At the same time the Cabinet  of Ministers  was  ordered  to approve samples of income declaration  by officials. However,  this order remains  only on paper. 

"The country  does not declare assets. High officials (deputies, judges)  have diplomatic inviolability, and  it makes  difficult their bringing to justice. S Receiving of banking and commercial information  should be simplified, and immunity of State officials should be reduced. We expect that there will be cases on corruption against large corporations and legal entities," said Khavanska.

We also  call on to  give a job on a competitive basis  not only to  small and medium officials, but also to senior officials. 

"We call on the Azerbaijani authorities to fully implement the recommendations, and we will  continue  criticism and pressure in this direction. In the meantime, the parliament and the government does not take inspiring steps to reduce immunity," said Khavanska.

She also drew attention to the fact that only in Azerbaijan and Turkmenistan  assets are  not declared.

Georgia  has a good example, there assets are declared online and  are open to the public, said  the OED chief adviser on anti-corruption issues, Olga Shavran.
