Ilham Aliyev Calls for Fight against Monopoly and Corruption
The full text of President Ilham Aliyev’s speech at the Cabinet meeting on October 12 was published only a day later, which shows a rather intense nature of this event.

However, the nature of these complaints suggests that he criticized the tax service, the customs, and to a lesser degree the Ministry of Economy and the law enforcement agencies.

Aliyev made an unexpected appeal to civil society to become more active in the fight against corruption. "Without public scrutiny we could not fight corruption," he admitted. "This evil causes serious damage to our economy," said Aliyev
Turning to structural reforms, he said certain structures just copy each other, which is unacceptable, and it has to be optimized.
He further highlighted the unjustified inspections. "There are a lot of complaints about unnecessary testing and inspection bodies compete with each other. So many checks again cause corruption. It's not a secret. It is necessary to debug and modify the system of checks and significantly reduce their number," said Aliyev, noting that law enforcement agencies and executive authorities should not touch entrepreneurs either. "Because of extortion, 30 thousand jobs have been closed. I demand a report on the reasons for this," he said.
Continuing his criticism, Aliyev made a significant admission: If it was not for this corruption, checking, monopoly, licenses and extortion, look how much our budget would increase! "Let them all make a conclusion of what has been said," he warned. -03D-
