The impact of reforms on the development of entrepreneurship, the discussion of relations between the ministry and the farmers, the transformation of state enterprises into limited liability companies and contradictions with the law are the leading themes of today's media.
The newspaper Azerbaijan writes about the impact of reforms on the development of entrepreneurship, discussing this issue with the President of the National Confederation of Entrepreneurs Mammad Musayev.
According to the presidential decree signed in April 2018, accounting in the area of financial control became transparent, budget fees increased, procedures for the export of non-oil products were simplified, and the Ministry of Taxes began to control import-export procedures. This is directed against the shadow economy, Musayev said. Changes and additions to the Tax Code opened up new opportunities for entrepreneurs. During the period from 2004 to 2018, the number of business entities increased by 4.2 times, the number of legal entities grew by 1.9 times, and the number of small enterprises grew by 2 times. Azerbaijan has registered 970,000 entrepreneurs, half of which are engaged in vigorous activity.
The website Modern.az discusses with the expert the issue of relations between farmers and the Ministry of Agriculture. This topic is relevant, since disorder reigns in this area, and harvest of certain crops is conducted without a plan, because the harvest is arranged for nothing. When introducing an e-farming system, it is easier to track in which region what kind of crop farmers grow.
There is also the problem of the lack of a market regulation system.
The website Bizimyol writes about the practice of turning government institutions into LLC. For example, Azerpocht became an LLC in 2009.
Experts believe that the state institution cannot be turned into a limited liability company, but it can be privatized and receive the status of a joint stock company.
Azerpocht was established by the Ministry of Communications on September 23, 1999, and in August 2012, the Ministry of Communications and Information Technologies issued an order on the transformation of Azerpocht into LLC. -0----
