Newsagents in Baku Form into Criminal Network
On 29 September, a number of media outlets and the Institute of Reporters Freedom and Safety held the fifth monitoring of newsstands in the capital.
Characteristic for almost all kiosks is the lack of interest in the sale of newspapers.
The kiosks receive papers formally, without addressing to demand. One of the booth keepers reported that a couple of times he ordered the newspapers that are in demand, but there was no reaction. "We are given newspapers without asking us - two or three copies of each issue," said the salesman.
Also, the papers Azadlig, Yeni Musavat and Zerkalo are not exposed on the shelves. To the "why" question the vendors do not give reasonable explanation.
As in the past monitoring, the vendors were not able to answer the question of which company supplies the newspapers. On the invoices that are plain papers with no details, stamps or seals, the name of the supplier is not mentioned.
Similarly sold are food and cigarettes. Right in front of the monitoring group cigarettes were delivered to the stand in the park Sahil. The booth keeper said that he accepts goods from an unknown person on behalf of the owners. He could not say who the owners are.
The results of five monitorings suggest that a criminal trade chain of kiosks is created in Baku under the patronage of the head of executive power of Baku Hajibala Abutalibov. The flow of goods and the proceeds are not officially issued, and the system works in a quasi-legal regime close to the offices of the ruling party New Azerbaijan, the Ministry of Taxes, the Chamber of Accounts and other regulatory government agencies.
Earlier, the leaders of the interested media and journalist organizations tried to meet with the Mayor of Baku to resolve the issue and adjust the booths. But Abutalibov avoids meeting and refuses to respond to written requests. In this regard, they made a decision to get answers from the Mayor in court. -0 -
