"The fellows of the company, subordinate to the Ministry of Transport, demanded from us large sums of money, which we, as bank debtors, could not give. We were threatened with an interdiction to work in passenger transportation, set a time limit during which we must give them money, behave like racketeers. We were forced to take on new debts in banks to give this money to the employees of the Ministry of Transport. As a result, I incurred a loss of one and a half million manat, of which 700,000 are my bank debt, which I can not pay," Najafov writes.

In 2015, he filed a complaint with the republican prosecutor's office. The complaint was

forwarded to the main anti-corruption department of the Republic of Poland. The investigator Heydar Mammadov and the head of the internal investigation department Anar Nasibov met with the citizen and offered the complainer a deal: he receives 10% of the required amount and confirms in writing that he received a half million manat. Najafov refused, since 150,000 manats could not solve his problems. Then he was expelled from the administration, having issued the resolution "the complaint did not find confirmation," and Najafov's treatment was not consideredany more. But all the following complaints of the citizen and then went to this office.

Najafov sent more than 200 written appeals to law enforcement agencies. The General Prosecutor's Office redirected his letters to the General Directorate for Combating Corruption, whose workers offered the citizen a criminal deal. The knowledgeable people told him that since such cases are considered exclusively in this administration, no one else will be engaged in it.

Adil Najafov got a reception from the head of the main anti-corruption department at the General Prosecutor's Office Kamran Aliyev after he sent him 30 letters and 6 telegrams. February 6 Aliev met with Najafov, listened politely, including the story of a businessman about extortion of his subordinates, and promised the citizen to help. But the word did not hold back. "Extortionists are not punished - Kamran Aliyev took the side of his subordinates, and I became "sacrificial ram" for him, Adil Najafov said.

Then he met with the duty prosecutor Arif Eyubov, who informed the surprised citizen that the investigation conducted by the investigator Rashad Iskenderov did not confirm the facts specified in the complaint.

"It's terrible that after the decision made by the main anti-corruption department, no other instance of my complaint is considering it. The court did not satisfy my claim. On February 23, I met with the Prosecutor General Prosecutor Yagut Aliyeva, asked her about my complaint. I learned again that all my letters were sent to the main anti-corruption department. I asked Yagut Aliyeva if I complain about this institution, why is my complaint being assigned to them, and not to the General Prosecutor's Office? Yagut Aliyeva could not answer me ... ".

Ali Najafli does not know what else to do to restore justice. "I will be forced to kill those who have robbed me of money and become the culprit of the death of five people, or to kill myself. All responsibility for the incident will lie on the leadership of the main department for fighting corruption," warned Najafov the president and other state leaders.

He hopes that the president will consider his request and punish persons in the Central Department for Combating Corruption, and a simple citizen will receive back the money taken away from him.
