List of PFPA members arrested or pressured by the police prior to the 19 October Rally of the National Council of Democratice Forces

The number of PFPA functionaries who were administratively arrested are 11 (if we consider 3 other party members who were arrested before the 8 October picket, the number is 14) Pasha Umudov, the chairman of PFPA Nizami branch was detained in Main Organized Crime Department of Ministry of Internal Affairs notoriously known as "bandotdel" for 4 days. On 18.10, It appeared that the criminal case was intituted against him under charge of Article 234.2 (drug possession) of the Criminal Code and 3-month pretrial detention was ordered against him. At present, hundreds of PFPA members are searched by the police so they don"t stay in their home in order to particpate in the rally and to contribute to organizing the rally by avoiding arrest risks.

The full list are as follows:

1. Seymur Hazi, deputy chairman of PFPA, was arrested and taken to unknown direction at 12.30 on 17.10. His relatives asked the polic station nearby about his whereabouts and called 102 service of Ministry of Internal Affairs but to no avail. His family was informed by the 102 Service that he was sentenced to 15 days of administrative arrest by the decision of Khatai District Court.

2. Tofig Mammadov - a member of PFPA Nasimi branch, proponent and participant of rallies and Facebook activist, was detained by the police near the Metro station "Inshaatchilar" and taken to the Yasamal District Police Station (DPS) on 10 October. By the decision of Yasamal District Court he was sentenced to 10 days of administrative arrest under charge of Article 510 of Code of Administrative Offences (CAO).

3. Aliagha Mammadov - a member of PFPA Organizing Committee, was taken from his home by police on 14.10.2019. By the decision of Nasimi District Court dated 15.10.2019, he was sentenced to 30 days of administrative arrest under charge of Article 535.1 of CAO.

4. Sagif Gurbanov - PFPA Presidium member, was taken from his work place to 8th branch of Sabail DPS ON 14.10.2019. By the decision of Sabail District Court dated 15.10.2019, he was sentenced to 30 days of administrative arrest under charges of Article 535.1 of CAO.

5. Nijat Nizamov - the Presidium member of PFPA Youth Committee, was taken from his home to 30th branch of Surakhani DPS on 15.10.2019. At the same day, by the decision of Surakhani District Court, he was sentenced to 15 days of administrative arrest under charges of Article 535.1 of CAO.

6. Murad Sultanov, a member of Revisition Committee of PFPA, was taken by the Yasamal police to unknown direction on 15.10.2019. After few hours, it appeared he was sentenced to administrative arrest but it is not known how many days he was sentenced to. It appeared on 18 Oct, he had been sentenced to 15 days of administrative arrest.

7. Yalchin Abdullayev, deputy chairman of PFPA Binagadi branch, was taken to 4th branch of Binagadi DPS on 15.10.2019 and by the decision of Binagadi District Court he was sentence to 15 days of Administrative arrest.

8. Ilham Huseyn, PFPA Presidium member, was detained near his home by the police and taken to unknown direction on 16.10. In the evening of the same day he called his family and informed that he has been sentenced to 60 days of administrative arrest and he was in Binagadi Administrative Detention Centre.

9. Pasha Umudov , the chairman of PFPA Nizami branch, he was out of touch from 15.10 to 16.10 and his phone was powered off so he was looked for by his relatives and party members. As a response to his relatives" call to 102 service, it was said that he was detained in Main Organized Crime Department of Ministry of Internal Affairs notoriously known as "bandotdel". On 18.10, his advocate met with him. It appeared that the criminal case was intituted against him under charge of Article 234.2 (drug possession) of the Criminal Code and 3-month pretrial detention was imposed against him.

10. Aligulu Gahramanov, a member of PFPA Sabirabad branch, was arrested by the police officials of Sabirabad RPS on 17 Oct. On the same day, he was sentenced to 5 days of administrative arrest by the decision of Sabirabad Raion Court under charge of Article 535.1 of CAO.

11. Shaig Alakbarov, a member of PFPA Sabirabad branch, was arrested by the police officials of Sabirabad RPS on 17 Oct. On the same day, he was sentenced to 5 days of administrative arrest by the decision of Sabirabad Raion Court under charge of Article 535.1 of CAO.

12. Emil Salimov, the chairman of PFPA Youth Committee, is out of touch since the morning of 18 Oct. His relatives know nothing about his whereabouts. It appeared later that he has been sentenced to 60 days of administrative arrest.

13. Nazim Hasanov, chairman of PFPA Lankaran branch. On 15.10.19 he received the phone call at 13:30 and summoned to Lankaran City Police Station (CPC) to meet deputh chief of the police station for 17:00. But he couldn"t go to due to health reasons. He was taken again from his home to Lankaran CPS at 18:40 on 18 Oct.

14. Kazim Hasanov, a member of PFPA Lankaran branch. On 15.10.19 he received the phone call at 13:30 and summoned to Lankaran City Police Station (CPC) to meet deputh chief of the police station for 17:00. He met with the deputy chief and he was advised not to participate in the rally and was warned. He was released after several hours.

15. Nijat Ibadov, a member of PFPA Lankaran branch. On 15.10.19 he received the phone call at 13:30 and summoned to Lankaran City Police Station (CPC) to meet deputh chief of the police station for 17:00. He met with the deputy chief and he was advised not to particpate in the rally and was warned. He was released after several hours. was summoned to Lankaran CPS at 18:30 on 18 Oct.

16. Atash Huseynov, a member of PFPA Masalli branch, he was detained by the plain clothes policem while on his way to Goytapa from Masally and talen to Masally Raion Police Station (RPS). He was threatend there related to National Council"s 8 October rally and detained there for a day. On 14.10 he was released at 2 pm after warning.

17. Elvin Mammadov, a member of PFPA Garadagh branch, was summoned to 11th branch of Garadagh DPS on 12.10. He was released after few hours prophylactic talk with him.

18. Suleyman Mammadaminli, PFPA Shaki branch, was summoned to Shaki CPS at around 11.30 on 16.10. He was released after a prophylactic talk on the rally.

19. Mubariz Abdulkarimov, the chairman of PFPA Shaki branch, was summoned to Shaki CPS at around 10:30 on 17.10, was warned not to go to the rally and was released at around 13.30.

20. Ali Abdullayev, a member of Supreme Assembly of PFPA from Shaki, was summoned to Shaki CPS at around 10:30 on 17.10, was warned not to go to the rally and was released at around 13.30.

21. Nazim Hasanov, the chairman of PFPA Lankaran branch, was taken from his home by police car to Lankaran CPS to meet with the deputy chief Faig Ilyasov at 19:00 on 16 Oct, was threatened not to participate in the rally and warned that in case of attending he would be arrested. He was released at 23.00.

22. Sevil Asadullayeva, PFPA Binagadi branch. Her husband was summoned to 4th branch of Binagadi DPS on 16.10. She was also summoned to the same branch on 17.10. She was forced to hand over her mobile phone but she refused. She was demanded to inform them about her family, relatives, work place, her contacts,etc., but she refused. She was released after few hours.

23. Zafar Ahmadov, the father of the political prisoner and a PFPA member Fuad Ahmadli, was taken to 36th branch of Khatai DPS at 17:30 on 17 Oct. He was released at around 22:30 at night.

24. Gulnara Guliyeva, a member of PFPA Nasimi branch, was taken from her home to Nasimi DPS at 17:30 on 17 Oct and released at around 22:00.

25. Fatima Huseynova, a member of PFPA Khazar branch, was taken from her home by police car to Khazar DPS at around 18:00 on 17 Oct and was released at 23:30.

26. Matanat Mahmarzayeva, a member of PFPA Nasimi branch, was taken from her home to 29th branch of Yasamal DPS at 19:15 on 17 Oct and was released at 22:15.

27. Nushaba Atakishiyeva, a member of PFPA Sabail branch, was summoned to 37th branch of Khatai DPS at 18:00 on 17 Oct and was released at 21:00. The police of the 37th branch of Khatai DPS established a police post near his home and knocked his door frequently and called her and said that the police chief demanded her to come to the police station.

28. Aghaseyid Huseynl, a member of PFPA Khatai branch, was summoned to 37th branch of Khatai DPS at around 16:00 on 17.10 and was released at 20:30.

29. Mahammad Abilhasanov, a member of PFPA Supreme Assembly from Beylagan, was taken to Beylagan RPS at 16:00 on 17 Oct and was released after few hours.

30. Fuzuli Gahramanli, the chairman of PFPA Beylagan branch, was summoned to Beylagan RPS at 10:30 on 18 Oct and was released after warning.

31. Natig Rustamov, the chairman of PFPA Beylagan branch, was summoned to Beylagan RPS at 10:30 on 18 Oct and was released after warning.

32. Rovshan Alishli, a member of PFPA Beylagan branch, was summoned to Beylagan RPS on 18 Oct and was released after warning.

33. Vasif Fatiyev, a member of PFPA Beylagan branch, was summoned to Beylagan RPS on 18 Oct and was released after warning.

34. Safigulu Rustamov, a member of PFPA Beylagan branch, was summoned to Beylagan RPS on 18 Oct and was released after warning.

35. Asaf Malikzada, a member of PFPA Beylagan branch, was summoned to Beylagan RPS on 17 Oct and was released after warning.

36. Babak Jabbarli, a member of PFPA Beylagan branch, was summoned to Beylagan RPS on 17 Oct and was released after warning.

37. Ali Gasimli, the chairman of PFPA Imishli branch, was taken to Imishli RPS at around 19:00 on 17 Oct. He is still in the police station.

38. Rasim Baghirov, PFPA Imishli branch, was summoned to Imishli RPS in the late evening and was released after few hours.

39. Vugar Jabbarli, the member of PFPA Shaki branch. On 17 Oct, the police from Shaki CPS came his home but he was not home, he was called by phone and summoned to the police station, but he said that he was in Baku so couldn"t come.

40. Parviz Zeynalov, PFPA Sabunchu branch, was summoned to 13th police branch of Sabunchu DPS. The chief of the branch adviced him to leave PFPA in return of that he has offered great opportunities. However, P.Zeynalov said he would be loyal to his party. He was released after few hours.

41. Ismayilov Mirali, a member of PFPA Salyan branch, was taken from his home to Salyan RPS at around 11:00 on 17 Oct and was released after several hours.

42. Hanfayev Hafa, a member of PFPA Salyan branch, was taken from his home to Salyan RPS at around 11:40 on 17 Oct and was released after several hours.

Bayramov Aligismat, a member of PFPA Salyan branch, was taken from his home to Salyan RPS at around 11:00 on 17 Oct and was released after several hours.

44. Kazimov Alizada, a member of PFPA Salyan branch, was taken from his home to Salyan RPS at around 13:00 on 17 Oct and was released after several hours.

45. Malikzada Tariyel, a member of PFPA Salyan branch, was taken from his home to Salyan RPS at around 11:00 on 17 Oct and was released after several hours.

46. Mahammadli Sakit, a member of PFPA Salyan branch, was taken from his home to Salyan RPS at around 11:00 on 18 Oct and was released by warning after several hours.

47. Gubadsoy Sardar, PFPA Salyan branch, a member of PFPA Salyan branch, was taken from his home to Salyan RPS in the evening on 17 Oct and was released by warning after several hours.

48. Nuriyev Khayyam, PFPA Salyan branch, a member of PFPA Salyan branch, was taken from his home in the village to Salyan RPS in the evening on 17 Oct and was released by warning on the rally after several hours.

49. Tahir Hasanli, a member of PFPA Sabirabad branch, was arrested in the raion hospital at around 12:00 on 18 Oct and was taken to Sabirabad RPS.

50. Shamil Hajibayli, the chairman of PFPA Saatli branch, was kept in Saatly RPS between 18:00-21:30 and was released after several hours. On 18 Oct, he was taken to Saatli RPS at 21:00.

51. Ziyafat Huseynli, a member of PFPA Supreme Assembly from Sabirabad, was taken to Saatli RPS at around 19:00 on 16 Oct, was released by warning after several hours.

52. Sanan Huseynov, a member of PFPA Saatli branch, was kept in Saatli RPS between 12:00-17:00 on 16 Oct, thereatened because of the rally and was released after several hours.

53. Samid Hamidli, a member of PFPA Saatli branch, was taken to Saatli RPS at around 17:00 on 17 Oct, was released by warning after several hours.

54. Jamil Jamal, a member of PFPA Saatli branch, was taken to Saatli RPS at around 14:00 on 17 Oct, was released by warning after several hours.

55. Azer Huseynov, a member of PFPA Saatli branch, was taken to Saatli RPS at around 16:00 on 16 Oct, was released by warning after several hours.

56. Rafig Alasgarov, a member of PFPA Saatli branch, was taken to Saatli RPS at around 11:00 on 16 Oct, was released by warning after several hours.

57. Yusif Aghayev, a member of PFPA Saatli branch, was taken to Saatli RPS at around 19:00 on 17 Oct, was released by warning after several hours

58. Kanan Aghayev, a member of PFPA Saatli branch, was taken to Saatli RPS at around 19:00 on 17 Oct, was released by warning after several hours

61. Gadir Khudabakhshiyev, a member of PFPA Mingachevir branch, was summoned to Mingachevir CPS on 17 Oct, was released by warning on the rally after a while. On 18 Oct, he, accompanied by 12 police agents, was taken to Mingachevir CPS at 19:30.

62. Elshan Abdullayev, the chairman of PFPA Mingachevir branch, was taken to Mingachevir CPS on 16-28 Oct to meet with the field police officer, after a while he was released by warning on the rally. On 18 Oct, he was taken from his home to Mingachevir CPS at 20:10.

63. Jeyhun Rzayev, a member of PFPA Mingachevir branch, was summoned to Mingachevir CPS on 17 Oct. After a while, he was released by warning on the rally. On 18 Oct, he was taken to Mingachevir CPS at 19:00 anf threatened there due to the rally. He was released at 21:30.

64. Ramid Baghiyev, a member of PFPA Binagadi branch, was taken from his work place to unknown direction by 7-8 police agents at 14:30 on 18 Oct.

65. Valikhan Huseynov, a member of PFPA Surakhani branch, was taken to Surkahani DPS and was released after "prophylactic talk" with the police chief.

66. Ruslan Amirov, a member of PFPA Narimanov branch, was arrested by the police in Masalli where he is in registration at 17:00 on 18 Oct.

67. Abdullah Mahmudov, a member of PFPA Sabunchu branch, was taken first to 15th branch of Sabunchu DPS then to the DPS.

68. Sahib Rustamli, a member of PFPA Supreme Assembly from Sabirabad, was taken to Sabirabad RPS at 11:00 on 18 Oct.

69. Mahammad Abilhasanov, a member of PFPA Supreme Assembly from Beylagan was taken from his house in the village to the Beylagan RPS at 18:00 on 18 Oct.

70. Jafar Narimanli, a member of PFPA Beylagan branch, was summoned with deputy chief"s phone call to 6th branch of Binagadi RPS several times but he refused to go. However, the branch chief went his house to bring him to the branch but he refused again.

71. Muyassar Lalayev, a member of PFPA Lankaran branch, was summoned to Lankaran CPS at 18:30 on 18 Oct.

72. Hikmat Mammadov, a member of PFPA Lankaran branch, was summoned to Lankaran CPS at 18:30 on 18 Oct.

73. Kazim Hasanov, a member of PFPA Lankaran branch, was summoned to Lankaran CPS at 18:30 on 18 Oct.

74. On 18 Oct, he was taken to Mingachevir CPS at 19:00 anf threatened there due to the rally. He was released at 21:30.

75. Parviz Zeynalov, a member of PFPA Sabunchu branch. On 18 Oct, their small clinic was undergone a search by the 4-5 police agents, then they were taken to Nizami DPS. They threatened that in case of participation in the rally, their clinic would be closed down.They were released after several hours.

76. Khayal Aliyev, a member of PFPA Nasimi branch, was taken to 18th branch of Narimanov DPS at 19:20 on 18 Oct.

77. Kanan Zeynalov, a member of PFPA Surakhani branch, was taken to 33th branch of Surakhani DPS on 18 Oct.

78. Bakhtiyar Jaliloglu, a member of PFPA Binagadi branch, was taken from his home to 5th branch of Binagadi DPS at 21:00 on 18 Oct.

79. Azer Hajiyev, a member of PFPA Saatly branch, was summoned to Saatli RPS at 21:00 on 18 Oct.

80. Sharaf Hajiyev, a member of PFPA Saatly branch, was summoned to Saatli RPS at 21:00 on 18 Oct.

81. Etibar Alakbarov, a member of PFPA Tar-Tar branch, while on his way to Baku, he was taken to Tar-tar RPS on 18.10

82. Ali Abdullayev, a member of PFPA Supreme Assembly from Shaki, was taken to Shaki CPS in the evening on 18 Oct.

83. Huseyn Hasanov, a member of PFPA Shaki branch, was taken to Shaki CPS in the evening on 18 Oct.

84. Chapay Sadigli, the chairman of PFPA Barda branch, was summoned to Barda office of State Security Service and to Barda RPS in the evening on 17 Oct. On 18 Oct, he was summoned again to the police station and threatened there not to go to the rally. He was demanded to appear in the police station again at 11:00 on 19 Oct.

85. Orkhan Salimzade, a member of PFPA Nasimi branch, is out of touch since the morning of 18 Oct. His relatives know nothing about his whereabouts.

86. Jalil Maharramov, a member of PFPA Binagadi, branch, was taken from his home to 5th branch of Binagadi DPS at night on 18 Oct.

87. Samad Ismailli, a member of PFPA Ismailli branch, father of political prisoner Elchin Ismailli. Police established a post near his house in the village in Ismailli as from 7:00 on 19.10. He was taken to the Ismailli RPS at 7:00 on 19 Oct.

88. Vidadi Guliyev, a member of PFPA Sabail branch. The police established a police post near his home. He was taken to 8th branch of Sabail DPS at 9:25

89. Elman Abbasov, a member of PFPA Minagachevir branch. He run into plain clothes police waiting for him near his house on 19 Oct and was taken to Mingachevir CPS. He was released by warning after a while.

90. Tahir Mirza, a member of PFPA Sabail branch, was taken to 8th branch of Sabail DPS on 19 Oct.

91. Alkhan Rajabov, a member of PFPA Masalli branch, was taken to Masalli RPS at 9:20 on 19 Oct.

92. Gulnara Guliyeva, a member of PFPA Nasimi branch, was taken from his home to Nasimi DPS at 8:00 on 19 Oct.

93. Telman, a member of PFPA Kurdamir branch, was arrested in Aghsu on his way to Baku for participating in the rally. He was fined 200 AZN by the decision of Kurdamir Rayon Court and released.

94. Sahib, a member of PFPA Kurdamir branch, was arrested in Aghsu on his way to Baku for participating in the rally. He was fined 200 AZN by the decision of Kurdamir Rayon Court and released.

3 PFPA members who are organisor, campaigner and active participants of rallies and active Facebook user have been sentenced to administrative arrest prior to 19 Ocober rally

1. Sahladar Isgandarli, a member of PFPA Surakhani branch, was sentenced to 60 days of administrtive arrest under charges of Articles 206 and 535.1 of CAO by the decision of Sabunchu District Court dated 20.08.

2. ZaminSalayev - a member of PFPA Salyan branch, was sentenced to 15 days of administrative arrest under charge of Article 535.1 of CAO by the decision of Narimanov District Court dated 08.10.

3. Elkhan Aliyev a member of PFPA Binagadi branch, was sentenced to 15 days of administrative arrest under charge of Article 535.1 of CAO by the decision of Narimanov District Court dated 08.10.

Members of other parties and movements

1. Bakikhan Garibli and 2 others, members of Shaki branch of Musavat Party, was summoned to Shaki CPS on 17 Oct, was questioned about the rally and their willingness to attend the rally. They were released after several hours.

2. Huseyn Malik, the Board member of Democracy and Welfare Movement, was arrested by the police near his house without any reason at 18:30 on 17 Oct and taken to Sabail DPS. He was released after warning at around 23:00.

P.S. In rural raions and regional areas hundreds of impartials are summoned to police branches in the villages, are warned and released after a while.For instance, more than 300 people in Salyan, more than 200 in Saatli, at least 70 in Lankaran, etc. In Neftchala, more than 10 Musavat Party members were summoned to the police stations, after warning on the rally, they were released.

Accordingly, 9 PFPA functioneries are in prison right now. Since arrests are continuing, number of arrests and threats increase significantly. We will inform you about the updates.
