Who is trying to prevent peace? Azerbaijan or Armenia?
Baku/17.11.22/Turan: “Armenia has submitted its proposals on a peace treaty to Azerbaijan, and we are waiting for Baku’s response,” Armenian Prime Minister Nikol Pashinyan said on Wednesday speaking in parliament. According to him, Armenia's position is that "Azerbaijani troops must liberate the occupied territories of Armenia" to the positions that existed before May 11, 2021.
Pashinyan also stated that the international community supports this position of Armenia, and expressed the hope that the CSTO will take the same step. At the same time, he called this situation strange, because the CSTO, and not the international community, should have openly supported Armenia. “I hope we will fix this consensus on November 23 during the CSTO summit in Yerevan,” Pashinyan said.
He further called on Baku to start "a direct conversation with representatives of Nagorno-Karabakh on the rights and security of the Armenians in the region."
According to him, this is the "Russian position" and it is "not on the issue of the status of Nagorno-Karabakh, but on ensuring the security and rights of the Armenians of Nagorno-Karabakh," he said.
Pashinyan believes that the international community also understands that there should be an "internationally visible conversation about the rights and security of Armenians" between the representatives of Nagorno-Karabakh and Azerbaijan.
“If we solve this problem, of course, the Republic of Armenia is ready to sign a framework peace agreement with Azerbaijan based on mutual recognition of territorial integrity and sovereignty,” Pashinyan said. Do recent statements from Armenia contribute to the establishment of peace?

According to him, the position of Armenian Prime Minister Nikol Pashinyan is changing with kaleidoscopic speed. Moreover, sometimes he expresses diametrically opposed judgments.
“Some of Pashinyan’s speeches are positively perceived by our public, some by the Armenian. In some cases, our audience is ready to accept his proposals, in others the Armenian one. Sometimes he speaks from completely opposite positions,” Mammadli said. According to the observer, such inconsistency of Pashinyan is connected with the unwillingness to bury the idea of revenge.
“Despite the complete defeat of the Armenian army in the 44-day war, Pashinyan and his team are trying to keep the revanchist spirit of the Armenians from completely disappearing. They believe that if he, this spirit disappears, then the conclusion of a peace treaty will bring Armenia nothing but harm. That is why Pashinyan's position is so changeable and contradictory,” the expert believes.
