Centralized System of Social Targeted Assistance Tested
The Ministry of Labor and Social Protection of Azerbaijan has successfully applied the centralized system for granting targeted social assistance (TSA) by means of plastic cards in the six pilot areas.
Presentation of the project was held on Thursday at the MLSP, the press service informs.
In three metropolitan areas: Binagadi, Sabail, Sabunchu, and three rural areas: Jalilabad, Masalli and Ujar, changes were made in the contracts by the banks cooperating with the MLSP, and they agreed to grant cards to citizens receiving social assistance. According to the amendment, credit cards are provided to recipients on the basis of TSA identity.
Deputy Minister Ilgar Rahimov said that the procedure for issuance of centralized TSA by using plastic cards is expected to minimize the relationship between citizens and officials and ensure transparency in the process.
In the future, the centralized, simplified system of issuing TSA through plastic cards will be implemented in other parts of the country.
The TSA sum is determined by the difference between the “criterion of need” and the income per family member. “The criterion of need” has been set at 84 manat in 2012. -0 -

Azerbaijan's financial standing continues to strengthen as the country's foreign currency reserves have surged to $71 billion as of January 1, 2025, according to the Ministry of Finance. This figure, which includes reserves held by the State Oil Fund of Azerbaijan (SOFAZ) and the Central Bank of Azerbaijan (CBA), far exceeds the nation's external debt, which stands at a fraction of its reserves, specifically nearly 14 times less. This robust reserve position reflects Azerbaijan's fiscal stability and the government’s strategic economic management.
