Development of Baku should be free of the rights of owners
Hotel Land Mark held a round table discussion on "Draft Plan of Greater Baku Regional Development and property rights."
According to the organizer, the chairman of the public association Assistance to Free Economy Zohrab Ismayil, recently a hearing was held on the adoption of the General Plan of the capital. The document is being finalized, but for several years city center residents have been evicted beyond. Only in 2009 - 2012 was destroyed the housing of 3 930 families in the streets Fizuli, Badalbayli and M. Aliyev, the National Flag Square, and near the Heydar Aliyev Center. Violated were the rights of former owners on the Oilers and Azadlig avenues, as well as the neighborhood of the shopping center Ramstore.
According to the Azerbaijani Constitution, no citizen of the country regardless of ownership can be deprived of it. According to the Law of AR "On the alienation of land for public use" and the relevant Rules of the Cabinet provided warning citizens, scheduling relocation and fair compensation for each one hundred square meters or square meter. In reality, citizens expropriate apartments, offering standard 1500 manat per square meter regardless of the area of residence. As a result of people not being able to buy adequate housing in line first and second zones, pay extra for new housing through a mortgage or other bank loan and move to towns on the outskirts of Baku and Absheron district.
According to specialists of the State Committee for Architecture and Urban Planning Feyzulla Guliyev, in Baku live 2,598,000 people, and by 2030 there will be 3.5 million people. At the disposal of the executive authorities of the capital there is 213 000 hectares of land, 58,000 more reserved in Absheron region. On average, each Bakuvian accounts for 17.5 m2 of living space (the vast majority of immigrants to the city center, including the former Soviet street, lived on 4-6 meters). -17D-
