Experts Believe Illegal Appointment of Head of Accounting Chamber as Minister
The head of state appointed a new Cabinet of Ministers, which also includes the new Minister of Agriculture Heydar Asadov. Experts call this appointment illegal because Asadov was Chairman of the Accounts Chamber appointed by the Milli Majlis. But the Parliament, which met on 22 October, did not remove him from the post.
Eldar Gojayev the lawyer believes that the application for early release of the man from the post may be considered by the Parliament on the recommendation of the Chairman of MM. The Parliament, in this case, will take the appropriate decision. The term of office of Heydar Asadov expires in April 2014.
The issue of early release of the Chairman , Deputy Chairman and members of the Accounting Chamber is governed by Article 11 of the Law of Azerbaijan "On Chamber of Accounts ".
According to the expert of the National Budget Group Kenan Aslanly, Heydar Asadov could not be appointed to the post of Minister (a member of the executive power) as long as he officially serves in the legislative framework. - 08B-
