Health Enterprises Converted into Public Entities
Health Enterprises subordinate to government agencies and state-owned enterprises will be transformed into a public entity. The Cabinet adopted on 24 October a decree providing for changes in its own decision about model charter of such enterprises (https://goo.gl/P7j5tv), which was adopted on March 14 this year.
Public Health enterprises acquire the status of a public legal entity after the state registration in the Ministry of Taxes.
Under the changes, on behalf of the state the charters of public health services are approved by the State Committee on Property. The press service of the agency told Turan IA the process has not yet started.
After conversion into a public entity healthcare enterprise will have limited independence from the top organization. For example, a higher authority will not be responsible for its obligations. Their expenses will be met by the state budget, voluntary and mandatory insurance payments, donations, etc.
Note that in Azerbaijan there are 559 hospitals, 1,750 clinics, 137 antenatal clinics and 250 children's polyclinics. Neither the SSC nor the Ministry of Health provide information about their ownership. -----08B
