Information on Embezzlement at University of Languages Sent to Prosecutor General
The Accounting Chamber of Azerbaijan (ACA) at the meeting of September 18 this year, confirmed the results of audits and audit programs for a number of budget organizations.
As stated in the official report of the entity, the main part of the discussion was devoted to violations of centralized spending by the Azerbaijan University of Languages. They identified cases of abuse of authority by the responsible employees of the university. The embezzlement was so severe that, in accordance with the Decree of the Head of State to strengthen the fight against corruption in the management of state and municipal property (№ 103, dated June 22, 2009) and the Law "On the Accounting Chamber", the collected materials were sent to the Prosecutor General of Azerbaijan.
The results of inspections that revealed financial crimes were directed to the university administration and the Ministry of Education of the Republic. In addition, in accordance with Article 19.7 of the ACA Internal Charter, the corresponding representation was sent to the parliament.
The meeting also discussed the progress of the project "Development of social assistance", implemented by the Ministry of Labor and Social Security with the assistance of the World Bank loan.
The details were not clarified by ACA. The organization's representative told Turan that the amount of violations, if it is agreed with the President and the Board of the entity, will be released during the spring session of the Parliament. Recall that this year tests were carried out in other organizations with large revenues and costs than in the said university. But no official reports of embezzlement, for example, in traffic control departments were ever released.
ACA is generally limited to general statements about the Board meeting, without giving specific numbers or data. According to Article 6.0.3 of the Law of Azerbaijan "On receipt of information" ("The basic principles of information"), the disclosure of information on budget revenues and expenditures is the responsibility of government agencies, including the Chamber. - 17D-
