Million from Science Development Fund under ICT Projects
A contest for a grant under the pilot projects this year related to information and communication technologies.
The initiative was proposed by the Foundation for Development of Science under the Azerbaijani President declared the "Year of ICT". The idea is implemented in cooperation with the Ministry of Communications. The competition will cover fundamental and applied , innovation , research , logistical , organizational and other specialized projects .
According to the executive director of the Foundation Elchin Babayev , a number of priority issues include ICT and information support of scientific research , issues of innovative development , information resources , the application of ICT challenges of the information society , e-government and humanitarian policy. Also for researchers should be interesting index system development of ICT and social life , cyber security , political , scientific, theoretical and technological issues of information security , the protection of personal data , "green" ICT solutions , remote education and training resources for ICT, improving citizens' knowledge ICT , freedom of speech , human rights, Internet , management of the Internet. In addition, priority is given to biometrics and cryptography; web metrics; scientific metrics , international and reference indices , assessment of the situation in the field of science of Azerbaijan ; electronic problems and indexing of scientific journals of Azerbaijan , an international conference (a forum or a festival ) and other issues.
The total funding is provided on a competitive basis in the amount of 1.2 million manat , of which 1 million allocated by the Fund. The budget projects can range from 10 to 100 thousand manats.
Employees are expected to participate the National Academy of Sciences of Azerbaijan, universities , research institutions under the Ministry of Communications , non-governmental organizations, scientists and experts in the field of ICT companies , independent scientists . Preference will be given to applied projects and temporary creative teams , projects of above mentioned structures.
Science Development Fund and the Ministry of Communications and Information Technologies will examine the submitted projects and periodic monitoring of the projects , who won the competition. After the conclusion of the contest on earth as a result of successful projects will be published in a collection ( books) . Adopted for the competition projects will be registered in the Copyright Agency of Azerbaijan. During the period of receiving the documents provided workshops.
Competitive projects will be taken in September and October 2013. In the same period, will be organized by their technical and scientific expertise , and the results of the contest will be announced November 10, 2013 .
