Ministry of Education recreated privatized activity
Baku/04.02.14/Turan : The Cabinet of Ministers adopted on 29 January decree number 24 for the establishment of self-financing of the capital construction and supply of the Ministry of Education .
Experts say that this decision is contrary to the government policy of non- governmental structures of economic activity and the previous steps for the privatization of the corresponding structure department.
The new structure of the Ministry established on the basis of the capital construction of self-supporting educators . According to the State Committee on Property , on 20th August 2013 on a monetary auction was sold the logistics of the same department. The office was located in the village Darnagul of the Narimanov district of Baku city and occupied 3,500 square meters . The region is considered to be quite expensive in terms of real estate value . In the department there were 22 people. The object was sold at the starting price - more than 318 thousand manats.
Turan agency appealed to the press service of the Ministry of Education about the sudden appearance of the need to exercise the functions of logistics department. The press service said that the response to a written request for information , although media law stipulates a form of non-operative inquiry, but not as a top priority .
Private attorney Avaz Temirkhan believes that from a legal point of view, these two steps are not joined the Ministry of Education . " If the supply is for a public entity , why privatize operating facility with the technical equipment and human resources. In fact have to create a new object , which will cost the state budget for a lot of money , " he asked.
According to the State Privatization Program , subject to divestiture objects of trade , logistics and other commercial activities.
