Preparing large-scale program to eliminate poverty
The Ministry of Labor and Social Protection of the population has prepared a bill to amend the legislation address the welfare state, which seeks to waive the monthly finance low-income families with incomes well below the poverty level.
Planned to implement the method of funding to provide employment to families, and thus rehabilitate their income.
The Department of Public Relations of the Ministry of Labor told Turan, that the active support of poor families in a pilot project started in April 2011. To date, in 13 districts the program "self-help" attracted 281 families. The essence of this program is that families in need for public assistance receive the entire annual amount of aid at a time and to direct these funds to purchase livestock. The effect of these measures is almost 100%. About 96% of families receiving this assistance rehabilitate their financial situation and do not need any help.
In the Ministry of Labor they also noted that according to the proposals for amendments to the law "On state social targeted assistance" for those families, to improve the financial and property status of which is not expected in the next few years, the help will be appointed for a term of two years or more.
The reconciliation bill passed in government and will be submitted to the Cabinet of Ministers.
Targeted social assistance in Azerbaijan has been used since 2006. In 2012, the help was received by 124,217 families, or 548,668 people. For each family member was assigned an average of 26 manats of aid. Criterion needs for this assistance was 84 manat of monthly income per family member. - 08D-
