SCPX construction contract awarded
The South Caucasus Pipeline Company (SCPC) and the Shah Deniz consortium are pleased to announce the award of the pipeline construction contract for the South Caucasus Pipeline Expansion (SCPX) project.
The contract for pipeline construction in Azerbaijan and Georgia has been awarded to Saipem/Azfen which is a joint venture between Saipem Contracting Netherlands BV and Azfen JV.
The scope of work for this contract includes:
Construction of a 428 km pipeline loop and associated above ground installations, including block valves, a pigging facility and tie-ins in Azerbaijan and Georgia.
Construction of a 59 km second pipeline loop and associated above ground installations in Georgia.
The value of this contract is $735 million and it marks a major step forward towards commencement of SCPX construction activities. The start of work is scheduled for January 2015 with mechanical completion of the Georgian section expected by the end of 2016 and the Azerbaijan section by the end of 2017.
This award adds to the 14 contracts already announced and underlines the overall progress to schedule of Shah Deniz phase 2. With most of the main contracts already awarded work has already commenced at the construction sites in Baku.
Mr Gordon Birrell, BP’s Regional President for Azerbaijan, Georgia and Turkey, commented: “We have now awarded most of the contracts for SCPX and associated expansion facilities in Azerbaijan and Georgia. I am pleased to highlight that most of the construction work will be performed locally within Azerbaijan and Georgia benefiting the two countries. This is tremendous progress.
“We are pleased that both Shah Deniz phase 2 and SCPX projects are moving ahead across all areas. Work has commenced at the fabrication yards for jackets and decks, as well as at the onshore terminal construction sites. Offshore, drilling activities continue successfully using the Istiglal and Heydar Aliyev rigs with five production wells already completed in preparation for first gas in late 2018”. –12С--

Azerbaijan's financial standing continues to strengthen as the country's foreign currency reserves have surged to $71 billion as of January 1, 2025, according to the Ministry of Finance. This figure, which includes reserves held by the State Oil Fund of Azerbaijan (SOFAZ) and the Central Bank of Azerbaijan (CBA), far exceeds the nation's external debt, which stands at a fraction of its reserves, specifically nearly 14 times less. This robust reserve position reflects Azerbaijan's fiscal stability and the government’s strategic economic management.
