State Budget for 2013 approved

Azerbaijani President Ilham Aliyev approved the law on the national budget for 2013.

Revenue budget for next year (without taking into account not yet approved transfers from the State Oil Fund) is projected at 7 billion 780 million manats. Cost item modified slightly upwards.

Budget expenditures for the maintenance of state and government apparatus are provided at the 1 billion 804 million 593.43 thousand manats (+2 million 555.93 thousand, compared with a forecast Ministry of Finance). Thus, 290.8 million expended executive agencies, of which the largest part will be in the Presidential Administration - 62.01 million, or 21.3%, the remaining money will be divided among 60 other devices services, ministries and agencies. The activities of the main legislative body (Milli Majlis) was allocated 19.26 million manat, the CEC - 54 million 358.76 thousand manats, and for president elections in 2013 - 44.72 million manat. The grant of the Nakhchivan Autonomous Republic is 277.7 million manat.

Defense will get 1bn 528.58 million manat (government forecast unchanged). Judiciary, prosecutors and law enforcement agencies will cost taxpayers 1 billion 114.8 million manats (+33 mln AZN). In education will be invested 1 billion 530.48 million (+117 thousand) manats, health - 669.25 million manat (+3 mln).

To social protection and social security will be invested 1bn 813.58 mln (+ 20.8 million), of which the most weighty charges of the state social security fund (1.08 billion), the Ministry of Labor (444.22 million ) and the Committee on Refugees and IDPs (212.85 million).

For culture, art, information technology they will give 289.73 million manats, for the utility costs - 399 million manats (it is dominated by the cost of local budgetary bodies), and for agriculture and the environment - 494.3 million manat.

As planned, a large part of the costs is provided in the form of investments in projects in industry, construction and mining - 6 billion 915.2 mln. In the transport and communication will invest 111.68 million, of which 71.43 million - the cost to transport (29.24 million - Metro subsidy, 10 million - CJSC Azerbaijan Airlines). Ministry of Economic Development will master 275.78 mln, a significant portion of which (150 million) will come from the Fund for Entrepreneurship Support, 40 million - an increase in the authorized capital of the AMF, and 35 million - to increase the authorized capital of JSC Agroleasing.

Significant expenditure for services not included in the basic nomenclature - 2 billion 881.62 million manat (reduced by 190 million compared with a forecast Ministry of Finance). Reserve funds of the President and the Government in the aggregate 690 million manat, the repayment of deposits of citizens in the former Savings Bank - 500 million, the Ministry of Finance reserves - 518.94 million, contingencies of MOE to combat the effects of natural disasters - AZN 140 million, international events - 50 mln, compulsory insurance of the property of the poor - 20 million manta, maintenance costs of external and internal debt - 780.69 million manat.

According to the decree on the application of the law on the state budget in 2013, revenues of the budget for the Ministry of Taxes are 6 billion 400 million manats (increase of 15.3% compared with forecasts for this year.) Of this amount, 2 billion 640 million manats are revenues from the oil sector. According to the breakdown, the major funds are received from consolidated taxes and other payments to the state oil company (1.49 billion) and 1.15 billion manat - income tax contractors working for the international oil and gas agreements, plus other charges.

Amount of taxes from the oil sector increased 15.4% to 3 billion 760 million manats.

Income of the State Customs Committee is forecast as  1 billion 380 million manats (growth of 12.1%).

The parameters of the state budget for 2013 at the rate determined by the price of oil at $ 100 a barrel. The decree comes into force from January 1 next year. - 17D-
