Tightening of Tax Base Leads to Outflow of Business Accounts
As of October 1, registered customers of local banks (excluding deposits of the population) were 246,109 legal entities and individual entrepreneurs (minus 13.3%, or 7,591 entrepreneurs and 36,859 entities to the beginning of the year, when there were 290,559 business accounts).
According to the statements of the Central Bank of Azerbaijan, the largest outflow of accounts of local businessmen took place in January and July, especially for legal entities. According to the report of the World Economic Forum, Azerbaijan occupies a leading position on the ease of starting a business - within the framework of "single window" it can account for 2-3 days, but for a serious structure it is important to track the further fate of these entrepreneurs. As can be seen from the report of the Central Bank, the number of commercial banks' customers becomes smaller, and the reason for that is the tightening of the tax base. --17D-

Azerbaijan’s economy, which is heavily dependent on oil revenues, faces a stark warning in the 2021 report by Carbon Tracker titled “Beyond the Oil States: The Urgent Need to Reduce Dependence on Oil in the Context of the Energy Transition.” The report ranks Azerbaijan among the most vulnerable oil-dependent countries, placing it in the "5th group" — a category reserved for nations expected to experience a decline in oil and gas revenues exceeding 40% over the next decade. This group includes Angola, Bahrain, Timor-Leste, Equatorial Guinea, Oman, and South Sudan, highlighting shared economic risks for these states.

In Azerbaijan, the government has increasingly relied on tax exemptions for imported goods as a tool to stabilize domestic market prices. The exemption from the 18% VAT on wheat imports, extended this year, exemplifies this approach. New measures have also been introduced, including tax relief on imports of electric vehicle chargers, while exemptions for high-cost medications are currently under discussion. Notably, defense imports continue to be free from taxes and customs duties.
