Training on Different Procurement Methods
The State Service for Antimonopoly Policy and Consumer Protection (SSAPCP) held regular training for professionals in government procurement last week.
According to the Ministry of Economy, the theme of the training was public procurement methods and the conditions for their use.
Representatives of the Ministry of Communications and high technology, as well as three state committees (customs, statistics and issues of property) told about the conditions in which different procurement methods can be used (open and closed tenders, a quotation poll, a survey of proposals, and a direct contract).
The annual reports of the Accounting Chamber noted that in some cases, purchasing organizations use the wrong method of procurement, although the law On Public Procurements has operated since 2001. Until now, no one has been punished for these facts.
In January this year the State Procurement Agency was canceled, and its powers and functions were transferred to the SSAPCP at the Ministry of Economy. In 2015, over 8,000 competitive procurements were held in Azerbaijan. ---08D
