Alliance "Azerbaijan without political prisoners" is suing the Prison Service
Community Alliance "Azerbaijan has no political prisoners" has filed a lawsuit against the Ministry of Justice Penitentiary Service in connection with the refusal of the agency to respond to requests for information of the human rights entity.
In particular, the purpose of the annual report, "On the conditions in places of detention and the rights of detainees and prisoners' by the Alliance was to appeal to the leadership of the Prison Service to allow monitoring in penitentiaries.
However, the Prison Service did not respond to the request and did not allow for monitoring.
The Alliance asked the leadership of the Prison Service to answer the following questions:
- Are the detention centers run by the Ministry of Justice and the prison service?
- What are the technical conditions of these institutions, as new facilities in the regions?
- How many people are in jail and serve their sentences?
- What steps are being taken to the execution of the law "On ensuring the rights and freedoms of persons held in detention?"
- Why is permission not given to many human rights defenders to visit prisons?
- How much money was allocated from the state budget in 2011-2012 for the improvement of nutrition, health care, social issues of prisoners? How much money from the state budget is spent on maintenance of one prisoner?
- How many people died in prison in 2012?
- How many prisoners were sent for treatment at the Medical Establishment of the Ministry of Justice?
- What illness do prisoners often complain about?
The Alliance did not get answers to those questions. To the request for monitoring they answered about the need for appeal to the Public Oversight Committee at the Ministry of Justice, which did not satisfy the leadership of the alliance.
In this regard, the alliance filed a lawsuit against the Prison Service in Baku Administrative Economic Court No. 1. The item was taken into production and will be considered by the judge Sharafat Mamedova.
