CEC and the courts do not investigate objectively investigation of violations
Election Monitoring and Democratic Studies Center (EMDS) commented on the investigation of complaints on violations in the presidential election. The EMDC expressed concern that after the election district election commissions and the CEC, instead of investigation the facts of violations, showed "improper relationship." Thus, the CEC has violated the requirements of Articles 112 and 112 of the Electoral Code.
On October 12 plenipotentiary presidential candidate, Gulaga Aslanly, presented materials on violations in a number of polling stations. However, the expert group of the Central Election Commission refused to investigate the complaint under the pretext that they were copies of the documents. On the day of considering the complaint Aslanly went to the CEC with the original documents, but was arrested for five hours by police. Then Hasanli appealed the CEC decision to the Court of Appeal, which did not meet it on October 15.
On October 17 CEC adopted the final report of elections, which was not signed by a member of the CEC Akif Gurbanov. The next day, Jamil Hasanli filed a complaint with the Baku Appeal Court to cancel the election results. However, the judge Hilal Khalilov returned the complaint without consideration.
On October 21 Hasanli lodged an appeal against this decision of the Supreme Court, which also rejected it.
On October 19 the Constitutional Court considering the results of the election, has not studied the position of interested sides, and quickly confirmed them. The Constitutional Court did not take into account that the previous presidential term expired only on October 24, since in 2008 this day Aliyev took the oath. The European Court of Human Rights (ECHR) today issued five rulings on applications from Azerbaijan. The case of "Afgan Mammadov v. Azerbaijan" concerned the complainant's exclusion from the Bar Association. Mammadov was expelled based on a complaint filed by a colleague, which he considered unjust. The ECHR ruled that Mammadov's rights had been violated and ordered Azerbaijan to pay him €5,000 in compensation for moral damage and €1,000 to cover legal costs.

During the ongoing COP29 climate conference in Baku on November 14, a group of activists staged a protest condemning Russia's aggression against Ukraine. The activists also denounced countries that supply oil and weapons to nations waging aggressive wars. The protest featured placards with slogans such as: "From fossil fuels to peace!", "End war crimes!", "Punish the aggressor!", and "Phase out fossil fuel use to achieve peace!" among others.
