Mazahir Panahov Calls on Karabakh Armenians for Elections
Baku / 06.02.20 / Turan: Karabakh Armenians who are citizens of Azerbaijan can take part in the February 9 parliamentary elections.
This statement was made by the head of the CEC of Azerbaijan, Mazahir Panahov, at a meeting of the CEC on February 5.
According to him, the CEC is ready to create all conditions for the free expression of the will of the Karabakh Armenians.
At the same time, Panahov did not specify how and where the Armenians of Karabakh can vote if they want to do it.
Commenting on the statement by the head of the CEC, legal expert Alesker Mammadli said it is practically not feasible.
From a legal point of view, the occupied lands are the internationally recognized territories of Azerbaijan. However, the inhabitants of these territories are under the control of the occupation regime and do not have documents proving their Azerbaijani citizenship on the basis of which they could take part in the elections.
