What document regulates the mandate of the Russian peacekeepers?
Baku/08.01.21/Turan: The mandate of the Russian peacekeepers in Karabakh is regulated by a trilateral document prepared by Moscow on November 9. This document was signed by Russia and Armenia, but not signed by Azerbaijan, said today former Ambassador of Armenia to Vatican Mikael Minasyan.
Baku's refusal to sign the document was justified by the fact that Azerbaijan demanded to include in it three additional points that regulate the activities of peacekeepers:
- No Armenian troops (including the Karabakh Armed Forces) should be in Karabakh, for this is the land of Azerbaijan. Azerbaijani troops are there by right, and Russian troops - with Azerbaijani consent.
- All visits of Armenian officials to Karabakh must be coordinated with the Azerbaijani side.
- Self-government bodies of Karabakh should be appointed by agreement with Baku and the peacekeepers.
According to Minasyan, the peacekeepers are in Karabakh virtually without the legal consent of Baku.
The document, not coordinated with Azerbaijan, but already signed by Pashinyan, gives Azerbaijan additional mechanism of pressure. If Azerbaijan's demands are not met, Baku may demand the withdrawal of the peacekeepers, Minasyan said.
He also claims that this document will not be discussed at the January 11 meeting. On January 11, something completely different will be discussed, Armenian media quote Minasyan. -02D-

The European Court of Human Rights (ECHR) today issued five rulings on applications from Azerbaijan. The case of "Afgan Mammadov v. Azerbaijan" concerned the complainant's exclusion from the Bar Association. Mammadov was expelled based on a complaint filed by a colleague, which he considered unjust. The ECHR ruled that Mammadov's rights had been violated and ordered Azerbaijan to pay him €5,000 in compensation for moral damage and €1,000 to cover legal costs.

During the ongoing COP29 climate conference in Baku on November 14, a group of activists staged a protest condemning Russia's aggression against Ukraine. The activists also denounced countries that supply oil and weapons to nations waging aggressive wars. The protest featured placards with slogans such as: "From fossil fuels to peace!", "End war crimes!", "Punish the aggressor!", and "Phase out fossil fuel use to achieve peace!" among others.
