Baku Mayor Office can not answer why it changes kiosks
Preparatory hearing on the lawsuit of Turan News Agency against the Baku Mayor Office took place on Monday in the Baku Administrative Economic Court N1.
The suit was filed in accordance with Article 24.1 of the law "On Freedom of Information" for refusing by the mayor Hajibala Abutalibov to provide information related to the installation of new kiosks in the capital.
A letter dated August 28 sent to Abutalibov requested to answer questions about the legal and regulatory side of installation of new stalls, on their legal owner, on the reason why they are used for other purposes, and on causing damage to print media.
At the trial chaired by the judge Vusala Bakhishova, representative of the Department of Trade and Services of the Mayor Office could not answer the questions posed in the letter.
Moreover, the instruction of the Executive power N 521 of October 28, 2011 submitted to the court, showed the illegality of replacing the kiosks belonging to the GASID distribution company.
The full pathos letter explains the need to replace the old stalls because they do not meet the "new aesthetic requirements of the City" and the need to meet the public demand in the media.
The instruction does not note the name of GASID company that sells periodicals from the 30's of the last century, and the emphasis is made not on improving the sales of newspapers and magazines, but on the aesthetic and the commercial side of the case.
Monitoring conducted by journalists, show that in the new kiosks the selling newspapers is artificially limited, especially the independent and opposition newspapers. Some kiosks do not sell periodicals at all, but actively sell beverages and cigarettes. All this has led to a decrease in circulation of newspapers.
After hearing the parties, the judge Bakhishova called on the Mayor Office to give answer to the questions from Turan agency at the next trial, scheduled for 14 December. Rights of the plaintiff in the court upholds the Institute of Media Rights.—0—

A fire has erupted at the Experimental and Testing Production of the Scientific Research Institute of SOCAR (the state oil company) in the Surakhani district of Baku, the Ministry of Emergency Situations reported. "Thanks to the urgent and necessary measures taken by the Ministry of Emergency Situations, the spread of the fire to neighboring areas, including nearby residential buildings, has been prevented," the statement reads.
