ECHR accepted a complaint of the "Qanun" magazine
The complaint of the magazine "Qanun" subjected to pressure in 2013 by the Ministry of Taxes will be considered by the European Court of Human Rights. According to the legal representative of the magazine Khalid Agaliyev, the domestic courts failed to investigate complaints of "Qanun".
"In 2013, the magazine and publishing house "Qanun" were subjected to illegitimate tax audit. Unfortunately, the local courts have not eliminated any single offense in the case. At the same time, lawlessness for bank accounts of "Qanun" continues," said Agaliyev.
According to him, the ECHR accepted the complaint in production. The complaint raises questions of a violation of the rights of the publishing house under the Article 1 (right of ownership) to the Protocol No.1 to the European Convention, Article 6 (right to a fair trial), 10 (freedom of expression), and 18 (limitation on use of restrictions on rights) of the European Convention.
Magazine and publishing house "Qanun" came under pressure in 2013 after it printed campaign materials of the then presidential candidate of the opposition Jamil Hasanli. On November 1 more than 25 employees of the Ministry of Taxes started checking on the territory of the publishing house "Qanun". As a result of inspections the magazine was to pay 45,000 manat penalty. Later publisher was fined for 90.000 manats, and the proceedings in this matter is currently before the Supreme court.-06B05-
