Electronic Signature in Identity of New Generation Does Not Work
Baku / 26.09.18 / Turan: Starting from September 1, Azerbaijan introduced ID cards of the new Generation, having an embedded electronic medium (chip) with information on registration of a citizen at the place of residence, marital status, as well as biometric photos and other individual indicators.
One of the distinguishing features of the document is that the embedded chip will also include an electronic signature. However, the electronic signature in the new identity cards does not work.
"Without this service, issuing new IDs for a new generation document does not make sense.Electronic signature is the most significant difference between new certificates from the previous model. No agency dealing with the production and issuance of new identity cards explains the lack of activation of the electronic signature.
The Ministry of Communications, High Technology and Transport reported on the readiness to issue new electronic certificates, but the electronic signature was not activated in them. "Maybe it is because activation of e-signature in IDs is not profitable for ASAN Imza, receiving half a million income from the sale of the Electronic Signature service?," the expert Osman Gunduz writes on FB.
He hopes that the Ministry of Foreign Affairs, the Ministry of Economy, the Ministry of Communications, High Technology and Transport, the Ministry of Justice, the Ministry of Internal Affairs and other agencies will together solve this problem.
The Azerbaijani firm Idrak Tekhnoloji Transfer carried out the work on the production of identity cards of a new type. The use of identification cards (ID cards) of a new sample is provided for by changes introduced by the parliament in the law on the identity card of a citizen of the Republic of Azerbaijan last year.
President Ilham Aliyev signed a decree on amending the decree "On Approval of the Regulation on the Application of the Law of the Republic of Azerbaijan "On the Identity of an Azerbaijani citizen" dated October 23, 2013.
In new identity cards, the "electronic signature" service is free, whereas currently the "electronic signature" is provided separately for 3 years and for this period a one-time fee is 18 manats.
To Turan's question about the reason for the lack of activation of the "electronic signature" in the new certificates, ASAN Khidmet replied that they received a lot of similar questions from citizens.
ASAN Khidmet turned to the Ministry of Internal Affairs with a request for the cause of the problem. The response from the Ministry of Internal Affairs has not yet arrived, so the activation time for the service is not known.
In the Main Department for Passports and Migration of the Ministry of Internal Affairs, Turan IA was informed that state agencies, to which citizens apply to confirm their identity by means of an "electronic signature", have not acquired the equipment that reads these signatures. Some agencies have already purchased this equipment. The problem will be completely solved after all the state institutions have the appropriate reading devices. -0-
