Law "On public participation" comes into force
The President signed a decree on the application of the law "On public
participation." The bill "On public participation" which was adopted on 22nd by the Azerbaijani parliament is aimed at encouraging citizens to participate directly in the management of public affairs, public control of the executive branch and local government , the organization of effective interaction between the executive authorities, and local self-government with the public. The document also provides for openness and transparency in the activities of these government agencies, taking into account the interests and needs of citizens and public opinion in the formulation and implementation of public policies and decision-making , and provides for the protection of the rights and freedoms of citizens in accordance with the law.
The Cabinet of Ministers should prepare within three months and submit to the Head of State proposals on bringing the legislative framework in line with this document, as well as a bill that defines the administrative responsibility for violation of the provisions of the statute, as well as proposals for the central authorities who will carry out public control etc.
The Ministry of Justice should ensure bringing the standard legal acts and standard acts of central executive authorities in line with the law "On public participation", and to provide information on progress made in this direction to the government.
