Legislation on grants should be simplified, R. Safaralieva
Despite the fact that the decision of the Cabinet on the changes to the rules of registration of the grant agreements is a positive step to enhance the sustainability of civil society institutions need to improve the legislation, said the executive director of the Public Association of the fight against corruption «Transparency Azerbaijan» Rena Safaralieva. Among the positive changes, she noted a decrease in the number of documents for the grant of registration, elimination of bureaucratic requirements for foreign donors, such as an extract from the state register and a copy of the statute.
In addition, deadline for submission of documents to the Ministry of Justice from 15 to 30 days from the start of the grant has been extended. It is necessary to simplify the conditions for obtaining foreign donors to issue grants, and especially to simplify the procedure to decide whether to grant the creation of conditions for electronic implementation of grant agreements, she said. -71D-
