The Ministry of Emergency Situations (MES) in principle refuses to meet the administrative decision of Economic Court No. 1 for damages caused to the farmer Amir Hasanov by flooding.
On 29 September this year Hasanov was driven by the Deputy Emergency Minister Niyazi Zamanov out of his office, where he came as complainant. "The General kicked me, when he found out that I filed a lawsuit against the Ministry of Emergency Situations," said the farmer to Objective TV.
Hasanov is one of the thousands of farmers from eight districts of Azerbaijan affected by the flood of the Kura River in 2010.
The sown areas of Hasanov and other farmers in Imishli were flooded due to the government's measures during the so-called operation of "changing the Araz riverbed." This work was quickly recognized to be wrong and collapsed. But as a result, many farms suffered serious losses, and tens of thousands of hectares of the "reclaimed" land were assigned by officials.
Hasanov has repeatedly appealed to various authorities to complain that he was not paid compensation for the damage, although the Cabinet has repeatedly allotted funds for this purpose to the Emergencies Ministry, which is responsible for restoration following the flooding.
The farmer lost a harvest of 300 tons of beets on 2.5 ha, which he was contracted to deliver to a sugar mill. The State Commission on August 27 registered the complete loss of crops on 1.3 hectares, which is about 90 tons, or 4.5 thousand manat.
Failing to get the compensation, Hasanov sued and filed a claim for 7 thousand manat. In January 2012 the First Administrative Economic Court decided to make MOE partially repair the damage - to the extent confirmed by the commission's act.
Hasanov, offended by the General, stated he will not give up and will continue to seek his rights.
Recall that in March 2012, the presidential decree allocated AZN 50 million, and in June, the government allocated 100 million manat to compensate for the damages. All in all, about 500 million manat has been allocated to remedy the effects of the flooding. However, due to the high level of corruption and embezzlement, the funds did not reach the victims. -0 -
