Milli Majlis toughens sanctions against mercenaries, sponsors and supporters of terrorism.
As First Vice-Speaker of MM, chairman of the parliamentary committee on defense and security Ziafet Asgerov said during discussion of the amendments and changes to the Criminal Code and the Law "On Combating Terrorism" at a meeting of the said committee, existing measures are not adequate to the challenges of the efforts by the international criminal gangs.
According to the amendments to the Criminal Code, those accused of financing terrorism will lose freedom from 10 to 14 years (the current limit sanctions - 8-12 years), mercenaries will lose in prison from 5 to 11 years of life (now 3 to 8 years).
"Azerbaijan has ratified 15 international conventions against terrorism, and a number of legislative acts. Calls for terrorism, terrorist financing and the involvement of citizens of different states to participate in the wars taking place in other countries, have become a big problem, anyway harmful to national interests of the country," said Askerov.
Amendment to Article 114 (mercenary) of the Criminal Code suggests for collecting, organizing training , funding or providing other financial security mercenaries , as well as their use in military conflicts and operations punishment from 8 to 12 years ' imprisonment ( current sanctions from 4 to 8 years). Sanctions for the above illegal actions by officials in violation of official duties or in relation to a minor may be approved at the level of 9-15 years of imprisonment (now 8 to 15 years).
Occupation Terrorism ( violation of public security , creating panic among the population , or the killing of people for the purpose of influencing the adoption by public authorities or international organizations making organization explosions, fires , posing a threat to public safety, etc.) will be punished by deprivation of freedom from 10 to 12 years (currently 12.8 years).
Similar actions by prior agreement of the criminal group or association, or committed repeatedly using weapons or other objects as weapons, entailed by negligence the death of people or any other grave consequences , will be punished with imprisonment for a term of 12 to 15 years (now 10-15 years) .
The amendments were approved and recommended to the plenary MM.
As observers believe, increase penalties for terrorism and mercenary activities due to the increasing number of Azerbaijani citizens departing for the war in Syria.
Over the past months, hundreds of citizens of Azerbaijan went to Syria and fighting with opponents of Bashar al-Assad. However, about 60 Azerbaijani citizens were killed in Syria. -17D-
