The expected constitutional amendments, the return of dollar loans, the exploitation of child labor, and the reforms in the country are the leading topics of today's press.
The official newspaper Azerbaijan writes that the constitutional reform will accelerate the development of Azerbaijan and contribute to the firmness of the country's independence. The author is Kamaladdin Heydarov's father, Fattah Heydarov.
According to Heydarov, changes to the Constitution have three main objectives: the formation of improved mechanisms for guaranteeing the rights and freedoms of citizens, improvement of the state management system, and ensuring the sustainability of socio-economic development.
The website of the newspaper Azadlig, www.azadliq.info, talks about whether the government will arrange a credit amnesty. The problem is explored by the expert Nemat Aliyev.
A credit amnesty is expected. That is, credit card debts up to 10 thousand dollars will be paid at the old rate - 1.05 kopecks per 1 dollar. This will affect those who took out a loan until 20 December 2015.
The expert believes that the spread of such rumors is related to the upcoming referendum.
Due to the wrong policies of the government, citizens with dollar loans have been attributed a significant extra amount to the existing loans.
Echo has published an article entitled Juvenile Workers, which refers to the exploitation of child labor. About 0.5% of children under the age of 15 in Azerbaijan have to work. Twenty percent of adolescents from 15 to 18 years of age work - most often in the service sector, trade and agriculture.
The number of workers is much higher of boys than girls; there are nine boys per one girl. According to the Constitution of Azerbaijan, children under 15 years are not allowed to engage in employment.
For those from 15 to 18 years old the Labor Code provides for a special operating mode, according to which the number of working hours must not exceed a certain limit and must not be physically harmful. Also, one of the parents must allow the child to work in writing.
According to domestic experts, in recent years the number of working children in the country has declined. This is largely due to the strengthening of control on the part of school administrators.
Novoye Vremya has published an article entitled Money Not the Point on loans and grants from international institutions. The World Bank, the Asian Development Bank, and the European Bank for Reconstruction and Development are ready to invest in Azerbaijan, including major oil and gas projects. The Azerbaijani government is pondering.
The European Union will allocate 13.5 million Euros to Azerbaijan to expand competitiveness and export capacity of small and medium-sized businesses, as well as to improve the business environment, according to the statement on the website of the European Commission.

Baku, often called the "Caucasian Dubai," is increasingly known for systematic violations of residents' housing rights. During urban renovations and the construction of elegant new buildings, thousands of families in Azerbaijan’s capital have been unlawfully deprived of their homes. Many, recognizing the futility of resistance, settle for inadequate monetary compensation for their irreplaceable property. A minority, placing faith in the Housing Code, demand fair compensation from construction companies but often lose everything—both their homes and any form of recompense.
