Sharur Resident Arrested after Complaints about Traffic Police

 

A resident of Sharur, Azer Guliyev was arrested today by police after he complained to local journalists about extortion in the traffic police. As reported by the regional branch of the Institute for Reporters Freedom and Safety (IRFS) toTuran. 

In his complaint, Guliyev said the chief of traffic police in Sharur, Bayram Safarov extorted a bribe from him. After refusing to pay, Guliyev’s car was impounded, and is required to pay 120 manat.  Even though a 50 manat is the standard fine.

Recently, the police impounded this same car for six weeks. The car was returned after Guliyev paid 500 manat. He said in Sharus the car impound contains 60 cars, each requiring 200 manat.

Guliyev notes local drivers do not have the opportunity to work as taxi drivers, forcing them to receive special "blue" numbers from traffic police.  For a number you have to pay 10,000 manat. Otherwise, drivers are forced to pay AZN 200 per month.

Today Guliyev called reporters saying he was detained and taken to the police department of Sharur subjecting him to administrative arrest.  Afterward telephone contact was interrupted.

His relatives said an ambulance arrived at Sharur police department where they think it is likely Guliyev was being beaten. In the duty division of Sharur police, Turan was told Guliyev “is having a conversation” with traffic police. -06B03-
