A young graduate of the university (master) came to the editorial office of Turan and showed blank forms that he needed to fill out for admission to the doctoral program of the National Academy of Sciences of Azerbaijan. He says that the same forms are filled in by everyone applying for admission to the Academy of Sciences. The applicants are asked about nationality, political affiliation (membership in the party), the presence of party punishments, participation in partisan units, social origin, military service, military branch ...
The young master was also surprised that a written autobiography was required from him with a detailed listing of his life, although all over the world, and in Azerbaijan too, they have long switched to using standard and compact CVs. The master is outraged by the unreasonable curiosity of ANAS and asked to find out the reasons for these issues.
Turning to the press service and personnel department of ANAS, we asked for an explanation - on what basis are citizens asked for national, political affiliation and even participation in partisan groups if these data are not indicated on the identity card of an Azerbaijani citizen. You can understand the question of military service and the type of troops in which the citizen served. What does the question of partisan detachments mean? If a citizen of Azerbaijan turns out to be an ethnic Armenian, he will not be accepted into the magistracy of ANAS for a national reason.
The press service was not able to answer questions and addressed us to the ANAS personnel department. They explained that personnel officers should have the information listed in the instructions for the personnel service. The instruction requires the indication of information on a social card, bankcard, service in the army of a citizen and other data necessary for military conscription, transfer of funds to the account of an ANAS employee, etc. However, the political affiliation and partisan past of citizens is not interesting for personnel officers.
Having posted photos of the forms on the social network, we read a replica of a human rights activist specializing in the extractive industry - Mirvari Gahramanli. According to her, in order to be hired at NGDU on May 28, one also needs to answer questions about party belonging. These forms, she writes in a remark, are a product of the mind of a cowardly and unprofessional official.
Further journalistic investigations revealed that forms with surprising questions were being sold at Azerbaijani kiosks. Citizens, when applying for a job in ANAS, Baku State University and other institutions, purchase these forms and fill out and hand them over to the personnel officers of the corresponding institution. There they are received, not surprised at the listed issues.
It turns out that forms with strange questions that return the citizens of independent Azerbaijan to the Soviet past with its terrible KGB are circulated in private printing houses and sold to anyone.
In this case, the President of ANAS Ramiz Mehdiyev, as well as the leaders of other institutions, must answer the question of Turan: why do the personnel subordinates accept, use and require filling out forms with questions about personal life, political preferences, nationality of citizens, if they know about the illegality of such questions? Do not the Azerbaijani leaders know that the Soviet Union collapsed in 1991?
