Illegal fencing of the coast should be liquidated - expert
Inventory of all objects on the coast of the Caspian for more effective use of these areas is ongoing, said Environment Expert Samir Isayev in an interview with “Cətin Sual”of Turan agency. Monitoring carried out by experts have revealed illegal seizures of the coast, and the creation of commercial beaches without proper conditions. Under the legislation, the beach is the area declared by the executive authorities with a sanitary-epidemiological service for bathers, and the Ministry of Environment issues permits based on the analysis of water quality. However, in reality, some of the beaches have been created and fenced by companies, tour operators, hotels. There are also illegally fenced paid beaches, mostly in Goradile, Novkhani and Fatmai. The cafes and restaurants there were issued permissions, whose owners in violation of the law, limit the access of people and let them in for money. At the same time, sanitary norms are not respected. Beaches should be open for access. Services can be paid, but the entrance to the beach should be free of charge, Isayev said. To prevent this, the country's president issued a decree to inventory the entire coastal area from Nabran to Astara. This work was carried out by the bodies of local executive power. As for the enclosure shore, then, according to Isaev, lands situated on the coast, are state property. The managers of these lands - beaches, coastal areas are the local executive authorities. Nevertheless, the sea areas are captured, and the areas have been illegally seizure by government officials, said the expert.
According to Isayev, all the illegal buildings, regardless of their belonging must be demolished. There should be a unified state assessment of the coastal zone. Zones for the intended use have been differentiated. The construction can be on the areas that cannot be used for other purposes. There should be separate areas for public beaches, hotels, fisheries and others. Also, the areas in front of the settlements should not be closed to public access. At the same time the desert zone, for example from Tagiyev settlement to Shabran region should be used for various purposes, and should be given to the use of entrepreneurs, said Isayev. -03D—
