Military losses, Khanlar Veliyev's statement about the "Terter case", the situation in Karabakh
Baku/11.01.23/Turan: In 2022, the irretrievable losses in the security and defense sector of Azerbaijan amounted to 145 military personnel: 87 people died in combat, 58 in non-combat conditions, report by the Caspian Defense Studies Institute (CDSI - Caspian Defense Studies Institute). In 2022, 22 military personnel committed suicide.
According to the institute’s research, in 2022, at least 304 military personnel were injured due to various reasons. The number of non-combat casualties in the security and defense sector of Azerbaijan is seriously increasing, the CDSI’s research.
Deputy chief prosecutor, military prosecutor of the republic Khanlar Veliyev, in his statement to local media on the "Terter case", said that journalists distorted his words. “They distorted what I said. I did not call the "Terter case" a fairy tale.
I was asked questions about the fact that military prosecutors beat, maim, and torture servicemen, and I called it a fairy tale," Khanlar Veliyev said. Concerning those who demand an apology from him for what he said, the military prosecutor said that he would not apologize.
Military expert Uzeyir Jafarov talks about this, as well as about what is happening in Karabakh and in the Lachin corridor on the road to Khankendi, in the “Difficult Question” program.
According to him, earlier such losses among military personnel were explained by the fact that we are in a state of war. Today, two years after the 44-day war, one cannot attribute the deaths of servicemen to military operations. But at the same time, accidents are inevitable everywhere and the army is no exception.
“The report of the Caspian Institute of Military Research refers to the death of 58 people in non-combat conditions. But it does not specifically say who is responsible for the deaths of people and who is to blame for this,” the expert noted, adding that at one time mobile courts were held in the army, where those who arbitrarily left a unit or place of service, refusing to comply with an order, violating discipline, show trials were held and this forced the military personnel to refrain from violations, had a serious educational impact.
He also added that last week, the Ministry of Defense and the Military Prosecutor's Office of the Republic signed a Plan of Joint Actions for the current year in the field of strengthening law and order, military discipline in the Azerbaijan Army and crime prevention.
"This plan provides for meetings in military units and military educational institutions during 2023, aimed at improving the legal knowledge of personnel, strengthening discipline and law and order, as well as implementing certain measures and other activities to eliminate existing problems," Jafarov said. The implementation of this plan will help strengthen law and order and discipline in the troops.
As for the person of the military prosecutor of the republic, Khanlar Veliyev, according to Uzeyir Jafarov, he will not be able to escape justice. "He has no moral right to try to deny anything," he declared. —0—
