The burden of debt will lie on future generations, expert

Strategic Roadmap for the national economy actually had to assume the country out of the crisis as soon as possible, but the document is designed for the long term. This opinion was expressed by the head movement the head of the public association "Economic Research Institute" Magomed Talibli in an interview to «Çətin sual» of  Turan agency.

The expert pointed out that the document refers only to the work to be carried out in 2020-2030 years. "If you do not take measures to resolve the crisis situation now, how can we predict the actions and results of the 2020-2030 years?" he said. Talibli noted that as a result of the measures taken under the banner of reform, the non-oil sector exports declined over the past two years.

 Thus in 2014  export in this sector  was at 1$1.6 billion , in Armenia – on the level  $1.5 billion, and in Georgia - $2.8 billion. The results of the 11 months of 2016 showed that this year this figure will drop to $ 1.1 billion, will remain at the level of $1.5 billion in Armenia,  and in  Georgia will be $ 2.3 billion, " Talibli said.

Referring to the provisions of the Strategic Roadmap, the expert expressed doubt that their implementation and the main reason is the concentration of political and economic power in one hands.

"For the development of non-oil sector is needed  a free business climate, which is  absent," he said.

In addition, there is no scientific foundation for economic development. "The funds of the state budget for science is less than 1%. In addition, there is the problem of effective spending of these funds. "

Another  hampering factor is stubborn unwillingness of Baku to join the WTO.

"If Azerbaijan promptly joined the WTO, it would have long pass the stage of the  adaptation  crisis. However, we did not  do it and therefore  in Azerbaijan has not been formed free business climate, liberal economic trends. We  have a bureaucratic capitalism, and it  became a leading force in the business," stressed Talibli. Regarding the  financial side of the strategic roadmap, the sum of 27 billion manats for these purposes  is the big question.

"No one will give money only because the government has taken such a document. Foreign investors believe in the real reforms and their results. Therefore, I do not believe in achieving success in this program," the expert said. Talibli stressed that Azerbaijan is more favorable to attract foreign investment, not loans. "We are constantly increasing the external debt, not knowing what will be the results of the reforms. On the other hand, we leave to future generations the burden of the return of these debts," he said. -71D-
