Referring to the provisions of the Strategic Roadmap, the expert expressed doubt that their implementation and the main reason is the concentration of political and economic power in one hands.

Another hampering factor is stubborn unwillingness of Baku to join the WTO.

"No one will give money only because the government has taken such a document. Foreign investors believe in the real reforms and their results. Therefore, I do not believe in achieving success in this program," the expert said. Talibli stressed that Azerbaijan is more favorable to attract foreign investment, not loans. "We are constantly increasing the external debt, not knowing what will be the results of the reforms.
