An international seminar on road safety
In Baku the Ministry of Transport of Azerbaijan and the Asian Development Bank held an international seminar on the topic of road safety. The main idea of the event - the economy, parallel transport infrastructure should place at the center of safety road users, first of all - man.
In his welcome speech, Deputy Transport Minister Musa Panahov, Netherlands Ambassador to Baku Arjen Uyterlinde and head of the ADB in Azerbaijan Olli Norojono stressed the importance of the safety factor of road safety and appreciated the measures taken by the Government of Azerbaijan in this direction.
Azerbaijan has adopted a five-year strategy and action plan for the organization of road safety. On roads and tracks set the required number of road signs. Roads and highways are partly illuminated. However, the level of accidents is high.
Approximately one third of accidents occur due to excessive speed, said a spokesman for the Ministry of Transport Kazim Sharifov. The mortality rate of citizens in these occurrences is also not affected.
Representative of the Institute for Security Studies of Traffic of the Netherlands Marian Hagenzieker spoke about the experience of his country to ensure road safety. According to her, despite the measures taken by the state and the public measures, important achievements in this direction are not available yet. Netherlands, as well as Azerbaijan, are on the "red line" in terms of fatalities in road accidents. At the same time, some progress, by reducing the speed limit demand for road infrastructure, vehicles, etc.
At the seminar there were held discussions on various aspects of road safety, the human factor (the behavior of road users, understand and follow the rules of the road), road lighting, the use of instruments and navigation, etc.
During the discussions, it was also noted that the construction of road infrastructure is important to the fate of not only the need of engineering, but also the interests of the activity in the movement. For example, today in Baku built dozens of aboveground and underground passages. Pedestrians are unhappy that some of them are hundreds of meters away from the nearby residential, industrial, and social and cultural facilities. - 08C-
