Azerbaijan is experiencing a crisis in the management of the housing stock
Since October 2009, Azerbaijan has had a new Housing Code, directed also to housing management in apartment buildings on the new principles. However, until now these buildings are subordinate to local executive authorities and their management is arranged by the housing maintenance areas subordinated to the executives.
The Housing Code states that housing management should engage owners of apartments in these buildings. This is achieved by the creation of appropriate self-supporting structures, which in turn have to be involved in the maintenance and repair of housing general specialized structures. Facilitating role in this lies with the municipalities. But so far in none of the locations there were such associations of citizens.
The Ministry of Economic Development, which deals with this problem, consider that it is necessary to carry out pilot projects in the field of housing in this area, as well as an extensive public information campaigns.
This office has prepared and submitted to the government a few regulations on regulation mechanisms to reform the housing sector. However, independent experts are skeptical about the possibility of an early solution to the problem in a fuzzy division of executive powers, municipalities and NGOs in Azerbaijan. - 08D-

Azerbaijani internet service providers Aztelekom and Baktelekom will introduce substantial changes to their pricing structure starting August 15, the companies announced today. Under the new tariffs, the minimum internet speed will rise to 100 Mbit/s, with the cost per Mbit/s decreasing from 0.45 AZN to 0.25 AZN. As a result, monthly charges will be set at 25 AZN for 100 Mbit/s, 30 AZN for 150 Mbit/s, and 36 AZN for 250 Mbit/s.
