Azerbaijan offered to build "people"s house"
Mortgage financing housing construction in Azerbaijan is not enough to meet the needs of the citizens to improve their living conditions. Therefore, it is necessary to consider the possibility of implementing the idea of "people's homes." Some experts approach this problem differently.
At a November 4th joint meeting of parliamentary committees to discuss the draft state budget for 2014, The deputy director of the Institute of Economic and Social Innovation Ali Masimli suggested that the Government consider the prospect of building in the capital and regions of the country "people's house " for low-income families and youth. According to him, the monthly repayment of the value of these apartments, according to their income, should not exceed 50-70 manats.
Deputy Chairman of the NGO "Support Center for Economic Initiatives" Rovshan Agayev told Turan, in compliance with the constitution the state guarantees the right to housing. According to the Housing Code, which came into effect in 2009, the state has the responsibility to ensure that low-income citizens get social apartments. This can be done by municipalities, too. However, so far the government has not taken effective steps in this direction. In Europe, according to Agayev, about 20-25 % of the housing stock is accounted for by social apartments. In Finland, the figure is 35%.
With regard to the mechanisms of the idea of social apartments, Agayev said that the government following the example of the construction of apartments for refugees and internally displaced persons, as well as disabled veterans, can build high-rise apartment buildings and offer them to low-income citizens on preferential terms. In addition, the government could purchase ready apartments for this purpose in the housing and construction companies.
At the same time, analyzing the overall situation in the housing market and the relationship to it, Agayev said that the government should create such economic conditions that would cut interest rates on commercial mortgages and social housing to meet the needs of the citizens to improve their living conditions.
In 2014, the government plans to spend on social mortgage AZN 40 million - as much as it has been allocated from the state budget this year. - 08B-
