Parliament will try to revive the mandatory health insurance

BAKU/06.03.14/Turan : The law "On Compulsory Medical Insurance", with amendments, will be discussed at the spring session of the Azerbaijani parliament . As reported by the Milli Majlis committee on social policy , the document discussed at the meeting and approved the structure for the debate . Changes aimed at ensuring the implementation of the dormant until a law adopted in 1999.

Members of the Parliamentary Committee approved the proposal to establish at the insurance companies special reserve fund for the CMI, which will be formed by contributions from the total premiums received , as well as the proposal to strengthen the responsibility of the participants for the use of the CMI.

Assumes the existence of segment 3 members - the policyholder (employer ) , the insurer (insurance company ) and artist ( medical facility ) . The proposed amendments also suggest administrative and other penalties for each participant CHI for non-compliance of the law. Note Turan - insured ( the average citizen ) must also be an equal participant in the process .

Earlier, the government hoped to introduce a law in January 2015 . Ministry of Finance annually lays means the realization of the idea , but a specialized agency under the Cabinet of Ministers whenever faced with organizational and bureaucratic obstacles.

According to experts, the Ministry of Health is not profitable compulsory health insurance because with the introduction of its budget will be allocated to insurance policies and not handed over to the officials. The budget for 2014 allocated to health 725.5 million manat .

Experts estimate that the local population an average of 15 % of income spent on treatment and prevention . According to the State Statistics Committee , the total incomes of Azerbaijan last year amounted to about 37.6 billion manats, or 5.5-5.7 billion manats spent on health care , including treatment in foreign clinics. - 17D-
