The State Service for Antimonopoly Policy and Consumer Protection under the Ministry of Economy has organized new training for specialists of central and local executive authorities involved in public procurement. Despite the fact that public procurement by tender has been carried out from the beginning of the 2000s, the deep flaws in this area are noted by the Audit Chamber in its annual reports.
From the Ministry Turan was reported that the current training will be attended by about 30 employees of the following bodies: the Science Development Fund under the President, the Baku International Center of Multiculturalism, the Copyright Agency, the National Academy of Sciences, the National Archives, the State Agency on Alternative and Renewable Energy, etc.
The participants were told about the more effective use of public funds, the existing public procurement legislation on ensuring competition, fairness and transparency in procurement. Recommendations were made to comply with the procurement procedures.
It should be noted that in Azerbaijan more than 90% of the procurement tenders organized by state agencies are won, as a rule, by newly formed companies having no potential, as well as by individuals. The results are published later. The managers of most of them have been prosecuted by the Ministry of Taxes for tax debts. -0-
